Ms Sharon Rampersad, Process Engineer, is the Co-ordinator for the implementation of the TOS project. Also on the specially commisioned project team are Mr. Raouf Y. Ali. Vice President, Operations Port & Estate, and Ms. Judy Dhoray, Manager Information Technology. Ms. Rampersad said that the TOS would enable the port to automate and optimise its processes and adopt best practices. Vessels, she said, will be preplanned with electronically received vessel schedules, loading/discharge information accompanied by real time monitoring of productivity to allow for timely remedial action. Whereas the manual systems resulted in untimely and inadequate information for our customers and the port s management, the TOS, by comparison, is expected to allow for a seamless flow of information to PLIPDECO s staff and the port users based on their needs. The port will have a significant reduction of its manual documentation for statements of facts, hatch reports, operations reports, invoicing, vessel and yard planning and much more, Ms. Rampersad said. All of PLIPDECO s yard equipment: reach stackers; trucks; empty container handlers; and forklifts will be fitted with radio data terminals to allow instructions to be dispatched to equipment operators automatically. This will reduce equipment travel distances and allow for greater control of the equipment. The Project Co-ordinator s vision is that the TOS supported by equipment availability, adequate storage layout, and a re-commitment from workers to increased productivity, will allow improved turn times for vessels and trucks at lower cost. She added that the Corporation would experience greater cargo handling capability and growth towards becoming a regional leader. Mr. Raouf Y. Ali told PLIPDECO News that the TOS would enable PLIPDECO to keep a track of the movement and location of every single container that comes into the port and leaves if either by sea or by land. The same applies to every tonne of general cargo. According to Mr. Ali, the major benefit of the TOS is that it would eliminate delays in finding containers. These delays represent a financial cost to both the customer and the port. Once the equipment stops, and people stop moving, it means that we are losing money. If that is caused by our inability to locate an item on the port and if we can solve that problem then we save cost. The ultimate aim is that it will save both parties money and we will have a happier customer and more effective operation. The TOS is also expected to integrate with the human resource and finance packages in order to simplify and create a more effective way of handling those activities. It will also make the invoicing system more effective by eliminating a lot of paperwork. The system will allow us to speed up operations in all areas including the gates, Mr. Ali said. He also underscored the benefit of the TOS as a planning and management tool in that it will allow the Corporation to obtain accurate real-time information on every operation so that interventions can be made at the appropriate time. The auto-positioning system, which will be installed in 2006 on the three new Rubber-Tyred Gantry cranes, will be integrated with the TOS to allow each container s movement and location to be automatically updated. Mr. Ali said, Together (the auto-positioning and TOS) will allow us first of all to know where the boxes are located. It will allow us to intervene in case there is any operator error in terms of trying to put a box where it is not allocated. If the Operator tries to put in the wrong slot a red flag will be sent back to the system and that allows us to deal with the situation. The implementation of the TOS is a necessary step toward high density stacking. Navis has been training a group of employees to be super users. They will not only utilize the system but also conduct training for other users. Much is expected from this group. Mr. Ali said that the new technology demands a better quality and a better equipped individual. Eight individuals are being exposed to the training by Navis. We are evaluating them to determine their capability. The potential is there. What will make the difference is their diligence and their attitude, Mr. Ali said. Advanced training will follow the introductory training sessions for members of the group who demonstrate full capability and this will be held in December, 2005. Minister Seukeran said that the RTGs would enhance the port s container-handling ability by facilitating seamless, swifter movement from dock to yard and freeing up berthing space. She added that this development is particularly important at an especially crucial time, since the demand for port services is expected to grow significantly, as a result of increasing regional and hemispheric trade at the onset of the CARICOM Single Market and Economy (CSME), and the implementation of various bilateral trade agreements. The development we celebrate today, Minister Seukeran said, tangibly represents the government s firm commitment to the evolution of our country into the major transshipment, commercial and investment hub of the region. The Honourable Prime Minister, Patrick Manning, recently indicated government s interest in the development of more port facilities at other key locations across the country. This is in keeping, she said, with government s mandate to promote and support industrial development. PLIPDECO is 51 per cent owned by the government of Trinidad and Tobago and 49 per cent owned by private shareholders, employees and the general public. Minister Seukeran said that the key to success to the long-term survival of our country is what happens at the port. Everybody has to understand what it is that gives us the competitive edge. That edge can be found on the port. She added that over the years, the outstanding achievements of this (Point Lisas) port and the industrial estate as a whole, have been a testament to the vision and drive of previous governments and private sector groups, in particular the South Trinidad Chamber of Commerce. It is true to say that the flagship of the nation s industrial success is Point Lisas. It is an excellent example of the achievement that unity of purpose and collaborative effort between the State and the private sector creates LNG or no LNG----this is the breadbasket of Trinidad and Tobago. The latter are expected to be commissioned in August. This year, new information technology will revolutionise port operations. Two of the stakeholder values/ priorities, as articulated in the Strategic Plan include: the implementation of international productivity, safety, security, and efficiency standards for the receiving, storage and delivery of cargo to and from vessels; and the acceptance of inter-port transshipment as a standard practice. TRANSSHIPMENT PLIPDECO sees transshipment business as a key growth area. It s a known fact that a country can only import so much and export so much. If as a port you are only dependent on that kind of business you will restrict your growth. Currently Point Lisas cannot accommodate any vessel greater than 195 metres LOA (length overall). Dredging, therefore, is needed to accommodate the larger vessels.The net result of preparing to accommodate the larger vessels, is the ability to handle import and export at a more attractive rate and increased revenue from spin-off charges when large ships utilise the port. HUMAN RESOURCE In the midst of all this physical development, Captain Baddaloo, has assured that the human resource component, will not be left out.He said, We have been very fortunate to take people from a basic agricultural scenario or a helper and bring them into specialised business such as crane operators or other specialised equipment operators both on land and sea. Captain Baddaloo spoke of the very competitive bonus plan for the unionised worker that is written into the Collective Agreement. This basically rewards above average performance. We are also going to embark on a three-shift system where we will have employees around the clock at a basic rate. What that does is put a greater demand on labour. That would mean a larger cadre of workers. The legal needs of the company will also increase. We need to grow the Legal Department, Captain Baddaloo said. Even though the Estate is almost full, we have a large amount of conveyance to sort out. Even when that is finished there is the servicing of the tenants and claims. THE ESTATE And the Estate is also in for some strategic attention. One of the fortunate things here is that we have waterfront space for expansion. The space constraints lie in the road network, which we must address now. Even if we don t expand we need expansion of roads to get from here to the highway. Captain Baddaloo added, We need to look at traffic flow in the area. Where there are roads, we need to have them properly repaired. Some of these road repair projects are expected to be completed by year-end.
