PILOTAGE Pilotage is compulsory for all vessels entering and leaving the harbour and creek unless prior agreement is obtained.Pilot will board to seaward of the outer buoy; a safe, adequate and clean pilot ladder should be provided,properly lit at nighttime. 2. TUGS Tug services are available for all vessels entering the harbour. At the discretion of the Port Operator, vessels may be obliged to use the services of a tug or tugs. Tugs are fitted with VHF and adequate fire fighting facilities. 3. BERTHING Mooring gangs for berthing are provided. 4. BUNKERING FACILITIES Bunkering facilities are provided by special request and with prior Port approval only. Deliveries of fuel oil, gas oil or blends may be arranged through vessel's agents. Marine lubricants shall be delivered to vessel's side. Both services require a minimum of twenty-four hours notice. 5. FRESH WATER Fresh water is obtainable from road tankers alongside the vessels or by water barge or Port vessel. Agents must notify the tonnage required a minimum of twenty-four hours prior to Vessel's arrival. 6. VESSEL CHANDLERS Complete ship chandelling facilities are available for provisions, laundry and bonded stores. 7. DUTY FREE A duty free shop is to be available within the Port area. Seamen's books are required for ID purposes. 8. SHORE LEAVE Passport identification card or seamen's book must be deposited at the Immigration Office situated at the Port and collected upon return. Ajman is an Islamic State and visitors should respect the Religious Laws. 9. REPAIR FACILITIES Marine Engineering workshops, capable of handling most repairs are available. Arab Heavy Industries (AHI) can take ships upto a length of 175 M LOA and 30 M Beam. 10. CREW CHANGES Crew changes can utilize several nearby international airports to permit efficient crew changes and repatriation. Offshore crew change facilities can be arranged. 11. FIRE FIGHTING The services of the Ajman Civil Defense are available ashore by dialing 997. Ajman Port Security is available for emergency use and can be contacted via the VHF on Channel 16 or 73. 12. SURVEYORS Services are available upon request. 13. HOSPITALS Government hospitals are available. Private clinics are also available. Dial 999 for emergency Police Services, 998 for Ambulance Service or Channel 16 or 73 (Port Radio). 14. TELEPHONE/FAXES Emergency calls can be made via the Port; otherwise the Vessel's agent can arrange services. Communications to and from the UAE are excellent. The UAE has the latest satellite communications systems and pay telephones are available in the Port area. Tarif PORT TARIFF CHARGES (All Charges In UAE Dirhams, unless specified otherwise) CARGO SECTION NOTICES & DOCUMENTATION PROCEDURES 1. Ajman Customs Working Hours Saturday to Wednesday : 0800 to 1900 hrs. Thursday : 0800 to 1700 hrs. Friday : CLOSED 2. Health Department It approval must be obtained by vessel's agents prior to commencement of discharge and or delivery for all foodstuffs, manure's, livestock, fertilizers, medicines and all other applicable cargoes. 3. Ministry of Culture Ministry of culture approval must be obtained prior to discharge/and or delivery of all printed material, cassettes and all visual/audio material, and all other related cargoes. 4. Hazardous, Dangerous, Obnoxious and all IMO Classed Cargoes Hazardous, Dangerous, Obnoxious and all IMO Classed Cargoes require the approval and permission for release from the Port from the Ministry of Interior and/or Ministry of Defense. All such approvals must be obtained in advance, of the arrival of the cargo, by the agent. All cargoes in this clause are to be discharged only on Direct Delivery basis. Rates to be negotiated with the Port. 5. Submersible system Submersible system of loading/discharging will be charged at direct delivery handling rate. However, time on berth has to be pre-arranged with the Port Operator. 6. Fumigation: Emirates Ports Services reserves the right, at their sole discretion, to immediately treat any cargo infestation determined by the Port to exist within any cargo. Fumigation or other appropriate method of treatment will be used by a Port-appointed licensed fumigator/exterminator. All costs related to such infestation treatment will be for the customer's account. DOCUMENTATION PROCEDURES: I) Imports: All Import cargoes either received in to Free Zone area or taken out side the port are assessed for Custom Duty. Only those companies having Industrial license, either issued by the Federal government, Ajman government or those specifically exempted from payment of Duty, are allowed take delivery of goods without payment of duty, but on production of necessary Duty exemption documentation. In all these cases all such imports must be declared in the appropriate import Bill of Entry with the Ajman Port and Customs. II) Imports Customs-Bonded: All Import cargoes either received through Ajman Port and/or other U.A.E ports taken in to Custom Bonded area inside the port are assessed for Custom Duty on arrival. In all these cases all such imports must be declared in the appropriate import Bill of Entry with the Ajman Port and Customs. For all/any re-exports from the custom bonded cargoes a separate re-export Bill of Entry shall be filled and custom duty shall be refundable. III) Exports: All Export cargoes, either received in the Free Zone or at the Port must be declared in the appropriate Export Bill of Entry with the Ajman Port and Customs. IV) Re-Exports: All transshipment and/or re-export cargoes exported through Ajman Port must be declared in the Appropriate Re-export Bill of Entry with Ajman Port and Customs. All transshipment and/or re-export cargoes imported through other U.A.E ports must be declared in the appropriate Export Bill of Entry with Ajman Port and Customs and Exit/Entry form issued by other ports will be duly signed only after placing cargoes on board vessels for export. V) Re-Exports Via Other U.A.E. Ports: All transshipment and/or re-export cargoes exported through other U.A.E ports must be declared in the appropriate Re-export Bill of Entry with Ajman Port and Customs and Entry/Exit form must be obtained from Customs after depositing the assessed custom duty amount prior to leaving Port Gate. Such Entry/Exit form duly signed by the concerned custom officials from the point of Exit must be received within 30 days from date of issuance and the Duty deposit shall then be refundable. VI) Other Cargoes Taken In / Out Of Free Zone: All cargoes brought in / taken out of the Port and/or Free Zone area for any other purpose, other than as described above, shall be declared to the Department of Port & Customs, Ajman, explaining such purpose, and any such variation and/or material change to the cargoes, with approval of Free Zone authorities, so as to take account of the difference in the nature of cargoes passing through the Ajman Port gates. CARGO HANDLING & STORAGE SERVICES: 1. WORKING HOURS & OVERTIME FOR VESSELS: 0600 - 1400 I shift Normal charges 1400 - 2200 II shift Normal charges 2200 - 0600 III shift Overtime, except for when vessel working has commenced. Fridays & Public Holidays All three shifts Overtime Dhs. 175/- per gang per hour or part thereof in addition to normal tariff rate. Overtime will be charged for time worked irrespective of the time the vessel berths and commences work or completes work in an overtime shift. A minimum of three hours overtime will be charged on each occasion. Working hours are subject to change at the discretion of the Port. Requirements, for Port labour, must be submitted by Vessel's agents to the Port by 1600 hours the day previous for work during the first shift on the following day and by 1100 hours on the same day for work during the third shift (2200 hours - 0600 hours). Requirements for the first shift, on Saturdays and the day following a Holiday, must be submitted by 1600 hours on Thursday or the day preceding the Holiday. Agents should keep the Port informed of revised ETA's and ETD's to avoid work-gangs' idle charges. 2. CANCELLATION OF LABOUR, ETC Cancellation of labour order must be at least 4 hours prior to commencement of the shift, failing which, compensatory charges will be made. 3. HANDLING CHARGES Except where specifically mentioned in this Tariff, all handling charges applied shall be on freight ton (weight ton of 1000 kgs or measurement 1 Cubic Meter basis, whichever is greater). Export cargo charges are the same as import in this regard. 4. GANG IDLE TIME Normally gangs will be supplied only from commencement of each shift. However, if an Agent requires gang(s) to work their vessels after commencement of the shift they will pay Dhs. 175/- per gang per hour, or part thereof, from time of commencement of the shift to the time of reporting labour. No gang idle time will be charged prior to the berthing of the Vessel during the course of a shift. Vessels that complete work before close of shift will not be charged gang idle time from the time of completion until the end of the shift. This is applicable for all cargo vessels including reefer/frozen cargo for non-overtime shifts. If Agent/Consignee require gangs to be knocked off in the course of discharge/loading of cargo for any reason, gang idle time, from the time of knocking off the gangs until the end of the shift, will be charged at Dhs.175/- per gang per hour. Also incase where cargo is not made available continuously and/or the gangs are idling for reasons not directly attributed to gangs, gang idling charges will be levied for time lost. 5. CAR CARRIERS & CONTAINER VESSELS Car carriers and container vessels are exempt from Stevedoring Overtime Charges. CARGO HANDLING CHARGES: This section is divided into three categories: 1. TRANSSHIPMENT Charges for transshipment cargo will be calculated as follows: a) Direct vessel to vessel/transfer 2 x the applicable stevedoring rate. b) Vessel to vessel via quay 2 x the applicable stevedoring rate, plus 1 x the applicable direct delivery handling rate. c) Vessel to storage to vessel 2 x the applicable stevedoring rate, plus 2 x the applicable to and from storage rate. Less VIP discount for volume business. d) Vessel to vessel via Port barge 2 x the applicable stevedoring rate, plus 1 x the applicable to and from storage rate. Tug and barge hire will be billed additionally. SHIFTING CARGO & LASHING Labour charges for shifting cargo on board or for landing cargo and re-loading on the same vessel, for sweeping/cleaning hatches/bundling slings, for spares/stores/rigging, for derrick/opening and closing hatches and shifting dunnages will be charged at Dh.175/- per gang per hour. However, gangs supplied for lashing/unlashing work will be charged @ Dh.200/- per gang per hour or part thereof. Dunnages, lashing materials and vessel's materials discharged and stored will be charged at the rate of Dh.200/- per gang per hour or part thereof, including shore handling on to trucks for local delivery. Upon re-loading into other or same vessel, a charge of Dh.200/- per gang per hour or part thereof is applicable. Above dunnage and lashing materials will be charged AED 2/per square meter per day from the date of completion of landing. Upon expiration of 6 months past the free period, the goods will be deemed forfeited to the Port and the Port has the right to dispose of such material, as it deems fit. LIGHTERAGE Cargo discharged into lighters, other than transshipment cargo, will be charged 2 x the applicable stevedoring rate, unless ordered for the convenience of the Port. In addition, barge (plus the normal tug hire charges within the Port area) hire will be charged at Dh.600/- per day or part thereof. If at Port anchorage, the usual tug charges shall apply in addition to the Dh.600/- per day. STANDBY TIME FOR RIGGING DERRICKS, OPENING & CLOSING HATCHES (a) Vessel's crew will be responsible for rigging derricks and opening and closing hatches. Gang waiting time lost during this operation will be charged at Dhs.175 per gang per hour or part thereof. Where circumstances and weather permit, the Port prefers that vessels open hatches and/or rig derricks prior to entry into Port and berthing. (b) Standby time caused by the failure to inform Port of revised ETA, breakdown of Vessel's gear or unavailability of Consignee's transport in the case of direct delivery cargo, will be charged at Dh.175 per gang/hour or part thereof. SORTING, WEIGHING & MEASURING: Only sorting to shipping marks is included in the shore handling charges. Any additional sorting will be charged at Dh.5 per ton. Weighing/Measuring of cargo could be performed, at the Port's discretion, at Dh.1 per ton weight or measurement. Weigh Bridge facility available in the Port. Short Landing and Short Contents Certificates may be issued on request. DELIVERY OF CARGO FROM STORAGE AREAS 08:00 - 12:00 hours Normal charges 13:00 - 17:00 hours Normal charges Beyond 17:00 hours, the Port prefers not to effect delivery. However, if delivery is required after 17:00 hours or anytime on Fridays and Public Holidays, in addition to normal Tariffs, an overtime charge of Dhs.150/- per hour for General Cargo and Containers and Dhs.20/- per hour for Vehicles will be charged where no labour is employed. STORAGE CHARGES: The following schedule of rates and conditions will apply to cargo stored in Ajman Port. Free time commences on the day following completion of discharge of the vessel. (Including Fridays & Holidays) First 15 days Free Over 15 days Dh.5/per freight ton/per 10-day period or part thereof. Storage shall commence at the above rate for the following cargo also: Auctioned cargo From date of confirmation of sale. Excess/Overlanded cargo From date of issue of letter informing Agents of the excess/overlanded cargo. Salvaged cargo From date of salvage. Export cargo From 8th day after date of arrival in Port. Shutout cargo From date following completion of loading of vessel. The Port reserves the right to remove and dispose of cargo to cover accrued charges. Goods remaining in the Port unclaimed for a period of more than one month (refrigerated containerized cargo), three months (all other containerized cargo) or six months (general cargo) may be auctioned or otherwise sold by Emirates Ports Services to pay any accrued Port and/or Customs charges due. The Port reserves the right to remove and/or dispose of any cargo at any time that it determines is deteriorating cargo and that may be detrimental, hazardous, obnoxious or dangerous to the Port. Transportation Of Cargo: Transportation to sheds/yards allotted to firms inside Port premises will be charged at Dhs. 6 per weight ton or Dhs.150 per container, as appropriate. Transportation charges can be arranged via Emirates Port Services - Commercial Department. Total annual local delivery and transshipment moves, including all unit loads: Units Discount Level 1 - upto 750 units per month Base Tariff Level 2 - 751 to 1250 units per month Base minus 5% Level 3 - over 1251 units per month Base minus 10% Discount applies to handling rates only. Once established by applying this qualifying formula, the applicable rate shall apply from the first unit. SERVICES COVERED The above rates include movement from place of rest in vessel to place of rest in Port storage area and reverse for exports. In the case of transshipments, the rates include re-loading. RO/RO CONDITIONS 1.All motorized units must be capable of being started and self-propelled off the vessel. 2.All rolling stock must have sufficient air in their tyres (when applicable) to be driven safely off the vessel. Ajman Port Authority will not be responsible for damage to tyres when vehicles do not comply to these requirements. 3.All plant/units that require a mechanic due to non-starting (other than battery) will be charged for mechanics time if requested by line/agents. Material to be supplied by vessel in case of lashing down, or charged to vessel if supplied by Port. 3.Knocking down stack racks/removing steel binding and dunnage each unit rate Dhs.30. 4.Each RoRo vessel has an assigned trouble shooting team for starting vehicles with flat batteries. 5.Stuffing/unstuffing stack racks/flat racks in warehouses/yard will be charged at general cargo handling rate (Consignee's account) including loading onto Consignee's transport. 6.All breakbulk items discharged from RoRo vessel will be charged all current breakbulk stevedoring/handling rates per tariff. (4) EQUIPMENT HIRE CHARGES: Port Equipment Hire Rates: The following charges, per hour or part thereof, will apply during normal working hours and include the cost of an operator where applicable. Daily rates are available on request. These charges will apply when equipment is used inside the Port area for purposes other than cargo handling for which normal cargo handling charges have been applied. Generals GENERAL PORT SERVICES 1. STEVEDORING & PORT HANDLING Ajman Port has in excess of 150 of its own skilled work force to handle any type of cargo onboard or at the wharf. In addition, Ajman Port has the resource to pool in expertise availablein the country to handle any such type of Port cargoes. Stevedoring shall include supplying the necessary labour to handle cargo from or into vessel's hatches to discharge or load cargo to/from quay or lighters.The Port will supply all labour gangs, winch men, hatch men, foreman, tally men, and other labour for the performance of the stevedoring operation, using ship's gear. Port equipment supplied in support of the stevedoring operation will be charged as per Tariff. Upon completion of the stevedoring operation, the Port will make available, on request, to the vessel owner or operator through their agents: a) Statement of Fact (indicating the number of gangs employed and cargo handling performance). b) Tally Outturn Report on basis of ship side Port Tally. Port Handling shall include the labour and equipment required for receiving or delivering cargo from or to vessel's hook when alongside or from/to lighters, transporting cargo to Port sheds/storage area, receiving cargo in Port sheds or storage area, tallying cargo ashore, sorting cargo and delivering cargo from storage area to cargo owners against Delivery Orders.The Port will issue an Outturn Report on the basis of shore tally. 2. COMPETITIVE PORT RATES The various service charges offered to ships, importers/exporters for material passing through this Port is the lowest among all UAE Ports. Contract Rates - reduced rates may be negotiated with the Port on the basis of throughput & regularity of vessel calls. Reduced rates for Shippers, Shipping Lines, Agents and Consignees who qualify under the Volume User Plan (VUP) programme. This programme has been designed to generate and encouragepotential new business through Ajman Ports. Discounts are applicable subject to negotiation on stevedoring, handling and storage for transshipment and palletized cargoes. 3. CONTAINER SERVICES Ajman Port has a well equipped Container Terminal to handle any type of containerized, unitized cargoes. 4. SHORT & LONG TERM COVERED & OPEN STORAGE AREAS If any client wishes to have a short/long term storage facility, the Port provides space on competitive terms. 5. WAREHOUSE SPACE Storage facilities consist of seven warehouses having an area under cover of 52,000 sq.m. In addition, hard surfaced yards and the Ajman Container Terminal stacking/parking area provide extensive storage capacity. Warehouse space and open area can be rented on long/short term contracts subject to availability and at the Port's discretion. 6. 24-HOUR PORT & MARINE OPERATIONS The Port provides both marine and cargo services around the clock at the request of the usersof the Port. Kindly note that the users must provide advance notice, both to the Cargo and Marine Sections, for their requirements and work force during night hours and on holidays. 7. PACKAGING FACILITIES Ajman Port can provide any type of packaging such as bagging, palletized, stuffing/destuffingfacilities at the request of the users. 8. BONDED WAREHOUSING Ajman Port provides bonded warehousing facilities for users with prior arrangements with thePort and Customs Authorities. 9. BONDED DELIVERY Ajman Port can organize bonded delivery of material transiting from one customer's territoryto another under bond where applicable. Sealed bonded cargoes can be accompanies by a Customs Official up to destination point. 10. CUSTOMS INSPECTION The Customs Department of Ajman Port provides in-port and on-site Customs inspection servicesto facilitate users with the option of inspection at their own warehouses. 11. DOCUMENTATION CLEARANCE Ajman Port endures to organize a hassle free single window clearance system to benefit theusers of the Port.The fully computerized documentation section will co-ordinate all aspects ofcargo clearances with ship, store, yard and Customs for smooth clearance. 12. HEALTH MINISTRY CLEARANCE FOR FOODSTUFF The Ajman Port has a full-fledged inspection team from the Ministry of Health for clearance of foodstuff imported to Ajman Port. 13.
