(foundedin 1917) and the Matsuoka Steamship Co.,Ltd. (founded in 1922), to specifically undertakeship-management services for tankers ownedand/or operated by Mitsui O.S.K Lines, thelargest fleet owner in the world. Since the inauguration of IET, we have maintaineda clear and consistent strategy. Company Objective/Services To deliver a total management service withthe exception of arranging cargo, agentsand bunkers, maintaining a quality and flawlesscost effective service to the owner and charterer,ensuring that all procedures follow Internationaland Local Rules and Regulations. IET can offer clients the following shipmanagement services: Repair and Maintenance; Dry-docking; Stores, Spare Parts & Lubricating Oil supply; Technical consultancy & survey; Vessel budget control and accountancy; Full crew management, including selection, training & performance monitoring; Insurance claims handling. Liaison with Major Oil Companies Marine Consultancy, with pending legislation, ISM cod Ship Management Organization IET has the advantages of being part of alarge group of companies, offering additionalstrength in technology and purchasing power,with this background and a small-dedicatedprofessional international management structurewe are able to make immediate decisions inorder to protect the client's best interest. Total management of vessels covers everyaspect of the operation with the exceptionof arranging the cargo, agents and bunkers,which are normally arranged by the charterersor owners. IET is able to offer a comprehensiveservice in all aspects, the office staffare structured such that each dedicated groupis fully responsible for its own area ofbusiness whilst at the same time providingsupport and assistance to each other. Day to day operational control of each vesselis carried out by a dedicated Superintendentfrom Maintenance Group, who will supervisethe day to day running of the vessel, hewill arrange purchasing, surveys and allother matters necessary for the efficientrunning of the ship. They also submit reportsregularly to clients in order to keep themupdated about the vessel's condition, afterregular visits to the vessel. The Marine Safety Group through their MarineSuperintendents will supervise all necessarymarine matters including discharge and loadplans. . Both Marine Safety and Maintenance Groupare the main focal point in the IET organizationfor each individual ship and provide a "pro-active"window to each vessel, its owner and charterer. The Group Managers are responsible for theSuperintendents day-to-day performance. Technical/Marine Operations IET's maintenance policy is to protect theasset value of each ship and ensure thateach ship remains in service with the minimumof off-hire and stoppages, both at an economicalcost level, consistent with safety, availabilityand performance. Maintenance standards are agreed with eachclient upon commencement of the managementagreement, however, the standard must besufficiently high to comply with all applicablerules and regulations, namely Class and acceptedgood practice within the shipping industry. The planned maintenance systems onboard eachvessel is computerized and the system hasbeen designed to achieve and maintain theagreed standards complying with all rulesand regulations from governing bodies andincludes the preparation for dry-dock. In addition to the above and consistent withour policy of minimizing off-hire time, weare able to arrange onboard maintenance teamsto client's specifications. These teams consistingof 6 - 8 men, usually from the Philippineswill attend the vessel for a certain periodto carry out such work as cosmetic cleaningand painting, engine room repairs/overhauls/maintenanceand alternatively, pipe work renewal/repairs. Supervision of marine related matters, includingbut not limited to cargo handling, safetyrequirements, legislative requirements andnavigational instructions are taken careof by Marine Safety Group. As part of the service offered by MarineSafety Group, Superintendents attend thevessels in far eastern discharge ports toassist the master and crew for a smooth andefficient cargo operation. Additionally, the staff of the group attendsa vessel when a vetting inspection takesplace providing additional assistance tothe master and crew. Qualified internal auditors, also carry outInternal Audits in accordance with the companies"Safety Management System". Manning & Training We believe that the quality of an organizationis only as good as the people within theorganization. Therefore, we go to great lengthsto recruit and train people from establishedmaritime regions, such as Japan, Europe andthe Philippines. Many of our Japanese staff have been withus since they began their sea-going careers,moving up through the ranks until finallyrealizing their goal of sailing as Masteror Chief Engineer onboard one of the vesselsmanaged by our company. Our supply of Europeanofficers is through our Rotterdam manningcompany, all officers have extensive marineexperience in the field of tanker vesseloperations and sailing with crews of mixednationalities. Our Filipino seafarers are recruited fromour in house manning companies in the Philippines. For the training of Philippine crew, we enjoythe advantage of being a MOL group company.IET crewmembers enjoy extensive tanker trainingcourses regularly at our "in-house"Training Center. which MOL jointly owns andoperates with local partners in the Philippines. Courses in advanced tanker operations, inertgas and crude oil washing systems, specializedpumping systems, navigational and bridgeprocedures, welding techniques, and cateringfor both Japanese and European tastes areundertaken by our crews whilst on vacation. In addition to shore based training, we haveplaced training programs for the upgradingof our crewmembers onboard each of the vesselsunder our management. We believe that thebest training ground is the ship itself andthrough following these programs, togetherwith the advice and expertise of the seniorofficers on board, we are confident thatour crews have the knowledge, skill and abilityto best meet the needs of our clients. As a means of effectively managing the seafarersonboard our vessels, we have created theSeaman's Group within our Head Office. Weare able to offer a complete manning service. This service can include but is not limitedto: Selection of Crew; Recruitment; Employment; Training; Welfare; and Payroll. Full records of all crew members throughour newly introduced computerized "ShipmateProgramme" is available and maintainedby our company, and the most strict pre-employmentchecks are carried out prior to placing crewmembers onboard vessels under our management.Onboard performance is constantly monitoredthrough our "in-house" appraisalreport system, and by the staff of the Seaman'sGroup paying regular visits to the vesselsto discuss performance and other crew relatedmatters with the master, senior officersand crew onboard. Quality Assurance Tankers, by the very nature of their trade and the cargoes, which they carry, will always present a greater hazard to those people working onboard and to the environment than land-based industries. IET emphasize the "safety of life atsea, and the avoidance of damage to the environment,people and property" and intend to providefor all the staff, either company employeeor contractor, shore or ship based, the safestand healthiest living and working conditions.In order to achieve this, we have developedour own "Safety Management System"complying with the rules of the ISM Code. Our Safety Management System was developedby restructuring our traditional safety policiesand measures to make them even more effectiveand to satisfy the requirements of the ISMCode. As a result of our efforts, we receivedthe "Document of Compliance (DOC)"from Class NK for our system in January 1995. Since then, IET, together with Class NK,have implemented a program of inspectionand audit whereby all the vessels under ourmanagement have now received their own "SafetyManagement Certificate (SMC)". These certificates are official proof that the IET Safety Management System meets internationally acceptable standards and vessel management is therefore carried out strictly in accordance with this system. As with any system, it can only remain effective if the personnel operating it are trained, the system is constantly monitored and non-conformities are highlighted and corrective action taken. To meet this requirement, we have our own "in-house" training programs both onboard and onshore, many of which are conducted in the countries from which our crewmembers are recruited. Additionally, we annually review the system and audit not only our office but also all vessels in an attempt to continuously improve our systems and performance. Additionally, from a shore-based point of view, we have created an Emergency Response Organization, comprising key personnel from all relevant sections of our company, required to deal with any incident. Our shore based response plans have been designed to deal with, but not limited to, the following scenarios where: Lives of personnel onboard our and other vessels are at risk; Safety of the ship is at risk: The cargo is at risk; and There is a possibility of pollution, thereby leading to environmental damage. We hold regular drills involving vesselswithin our fleet whereby both office andship based emergency response organizationsare tested so that the participants are welltrained and practiced in the execution ofthe response plans.
