Opened in 1869, the sea level artificial waterway crosses the narrow Isthmus of Suez joining Africa and Asia and permits oceangoing vessels to travel between the eastern end of the Mediterranean Sea and the Indian Ocean via the Gulf of Suez and Red Sea. The canal is owned and operated by Egypt . Each vessel transiting the Suez Canal is required to have a vessel specific Suez Canal Special Tonnage Certificate. The Suez Canal Authority assesses canal tolls and service fees based on the Suez net register tonnage on a vessel s Suez certificate. The term "special" in the certificate title is unique to Suez certificates and relates to its historical use in conjunction with national certificates issued to a vessel by its flag State. Transit through the SC is open to vessels of all nations subject to their complying with the conditions stated in the present Rules of Navigation. All references and circulars which shall be issued by the SCA will constitute an integral part of these rules. Vessels also have to comply with the provisions of the International Regulations for SOLAS and its amendments.
