We are consultants To: Ports and Harbors Flood Control Agencies Water Resources Organizations On: Harbor Improvements Dredging Projects Confined Disposal Facilities Beach Restoration and Nourishment Flood Control Environmental Enhancement and Restoration We are located in McLean, Virginia, adjacent to Washington, D.C., enabling the firm to maintain close contacts with: U.S. Army Corps of Engineers Headquarters Assistant Secretary of the Army (Civil Works) Other Federal Agencies Office of Management and Budget (OMB) United States Congress National Organizations & Associations International Financial Institutions Steinberg & Associates also maintains close contacts with the U.S. Army Corps of Engineers Districts, Divisions and Research Laboratories. Steinberg & Associates was founded in April 1992 as a consulting firm specializing in water resources issues and intergovernmental relations. The focus of Steinberg & Associates' work is in assisting non-Federal sponsors of Corps of Engineers Civil Works studies and projects, such as ports and flood control agencies in achieving their objectives. At the present time, the firm represents a number of non-Federal water resources project sponsors in the processing and approval of: Feasibility Reports (both those prepared by the Corps of Engineers and/or by non Federal sponsors) Other Reports, e.g., General Reevaluation Reports (GRRs), Design Memoranda (DMs), etc. Authorization of Projects in Water Resources Development Acts (WRDAs) Funding of Studies and Projects in Annual Appropriations Acts Preconstruction Engineering and Design (PED) Cost Sharing Agreements Project Cooperation Agreements (PCAs) Credit/Reimbursement Agreements Our efforts frequently involve resolution of policy issues, application of new generic Corps policy to specific projects, moving studies and projects forward in light of budgetary constraints and political considerations and interpretation of new legislation, e.g., changes in cost sharing, new environmental laws applied to Corps programs, etc. We work closely, on a regular basis, with the: Non-Federal Sponsors Corps of Engineers (Districts, Divisions, Headquarters) Assistant Secretary of the Army for Civil Works Office of Management and Budget (OMB) Congressional interests SERVICES PROVIDED Steinberg & Associates provides services to Ports and non-Federal agencies that are partners with the Federal Government on a wide range of water resources studies and projects, to include: Deep draft navigation and other special dredging needs Flood control Environmental improvements and ecosystem restoration Storm damage prevention (mainly beach restoration) Our involvement is in the: Processing and approval of feasibility reports and other decision documents Resolution of policy issues as they apply to specific projects Securing legislative modifications to previously authorized projects, generally in the interest of obtaining equitable cost sharing Authorization and funding of projects and other pertinent legislation Negotiation and approval of various types of cost sharing agreements with the Federal Government We also provide advice to non-Federal interests and the private sector on: Opportunities to apply innovative solutions to meet specific customer needs Application of new legislation toward achieving the objectives of our clients ......... was founded in April 1992 as a consulting firm specializing in water resources issues and intergovernmental relations.
