Customer Service Import and Export Services Personalized Service Resulting in Great Customer Relationships! "K" Line America's Customer Service Department is split into two areas, Import and Export Services. Customers in North America use one 800 number, (800) 609 3221 to call "K" Line America and then select the desired area of assistance from the menu. When calling you are greeted by a phone menu and may choose (1) for EXPORT Services or (2) for IMPORT Services. You will then be connected with a Services representative. Selection (3) will connect you to a Refrigerated Cargo representative. Selection (4) will connect you to a Car Carrier representative. Selection (5) will connect you to a Claims/Hazardous Materials representative. You can also select Contact Us to E-Mail specific departments within "K" Line. Import Services Import Services provides value added service to "K" Line America's import customers. We are staffed with highly trained representatives who understand "K" Line America's import markets and who can provide accounts with the personal touch they desire. Import Customer Service is available to assist with any import question. We provide customers with arrival information, cargo tracing, in bond details and coordinate expedited service requests with our National Transportation Group. We have resources to assist with problem resolution including access to terminal systems and our Intermodal Management System. Customer Service is staffed Monday through Friday from 8:00 AM until 9:00 PM (ET). Our West Coast Import Team is responsible for many of the inbound functions for the ports of Long Beach, Los Angeles, Oakland, Seattle, Tacoma and Portland. This team works closely with the inbound logistics and transportation departments located in our West Coast discharge port offices. Daily tasks include coordinating changes in destinations and customs clearance points with our terminals and inbound staff, last free day notification to customers, T&E processing and TASCO import functions. The team is staffed Monday through Friday from 11:00 AM until 9:00 PM (ET) to accommodate our West Coast customers and the port offices hours of operation. The Import Documentation Team is responsible for the review and edit of our inbound vessel manifests. Each bill of lading is reviewed for customs clear point exceptions, accuracy of port codes and clear description of goods. Customer codes are applied to consignee and notify parties. Once the manifest review is complete, the vessel file is transmitted via EDI to U.S. Customs. This group then generates arrival notices with a large volume of notifications now sent electronically by e-mail or fax. Sandi Marino is Vice President of Liner Services. In addition to providing more personalized service, Export Services is improving the quality of bills of lading. This is achieved with functional teams that focus on individual representative's and coordinator's talents and skills. The Regional Teams handle all of the incoming calls to eliminate the phone calls and problems that can disrupt the focus of the representatives and coordinators who are creating the bills of lading. For more than two decades, "K" Line has improved and expanded their cargo transportation services between the Pacific Rim, Europe, the Mediterranean, and North America. Stable and Dependable Services - Containership Business has had the distinction of being the centerpiece of "K" LINE s global sea-transportation services. Providing stable and dependable services, this business has been continuously developing, expanding and being upgraded, with the present global network offering coverage around the world. By keeping abreast of changing business circumstances and in order to meet shipper requirements, we are also constantly reinforcing our company s international competitiveness. Stability and Speed - Against the backdrop of the recent increase in global trade, there comes more need for stability and speed in container transport service. To cope with such customer needs, "K" LINE has been carrying out the planned deployment of a series of 13 brand new 5,500-TEU containerships with a speed of 25 knots. They have been deployed in the Pacific Northwest/Asia/Europe service route. This deployment also signifies that we have finished constructing the new East/West trunk line service framework. Completion of the trunk line makes it possible to achieve an increase in callings Chinese ports and to significantly reduce transit times. We have placed an additional order for 8 new 4,000-TEU Panamax type containerships that are to be delivered between 2004 and 2005. And furthermore, we have placed an order for four 8,000-TEU type and five 5,000-TEU type that will be delivered between 2006 and 2007. As a matter of fact, we are confident that we are able to satisfy customer needs with the best quality service available anywhere on the globe. Expanded Services - Since early in 2000, "K" LINE has been improving its Asia/U.S. East Coast, Asia/Mediterranean, and Mediterranean/U.S. East Coast services in addition to Asia/U.S. West Coast and Asia/North Europe services by developing tie-ups with Yangming Marine Transport Corp. (Taiwan) and COSCO Container Lines (PRC). In September 2001, Hanjin Shipping Co., Ltd. (Korea)/Senator Lines GmbH (Germany) were added to the preceding 3-line tie-ups and all parties have now reached an agreement on working toward the forging of a new and strengthened alliance. The CKYH alliance has become closer and deeper in mutual relationship- COSCO Container Lines, "K"LINE, Yangming Marine Transport Corp. and Hanjin Shipping Co., Ltd. Since the beginning of 2003, we have been providing 3-sailings-per-week service in the remarkably expanding trade between Asia and U.S. East Coast. Similarly, improvement has been attained through optimum positioning of the fleet of each alliance member. In the meantime, we have been successful in rationalizing the Atlantic trade, circumstances of which had been worsening. In the China trade, we have increased the frequency of direct calls at ports in China that is developing a great deal: 57 direct calls per week. This achievement has enabled us to exceed services offered by other competitive companies and groups. Terminals - In container transportation, it is the terminals that are the gateway linking the sea with land, and "K" LINE has four terminals exclusively for containers. In North America, a group company is performing efficient port business, managing their own container terminals. More precisely, International Transportation Service, Inc. (ITS) situated at Long Beach, a main gate port to U.S. West Coast implemented expansion of its terminal and renewed a host of IT-related equipment, succeeding in occupying 240 acres including a newly-built deep-draft berth. With this innovation and expansion in place, ITS is expected to contribute to prompt cargo delivery. Advancing IT Technology - Along with the various other innovations, the shipping industry is required to successfully ride the wave of rapidly advancing Information Technology (IT), and "K" Line is actively endeavoring to introduce and develop the most updated IT services. Our recognition of this obligation is exemplified by the information being provided on the Internet, by our acquiring membership in Bolero Net ahead of other domestic rivals and by our active participation in EDI (TEDI.) In building vessels for transporting of automobiles, a high-value cargo particularly susceptible to damage, "K" Line has relentlessly sought to reduce costs through mass transport and to ensure cargo safety. "K" Line has consistently been the leader in its field, revolutionizing the marine transport of vehicular cargo. Pioneer - "K" Line is a pioneer in having put the first large car carrier into the market, with safety and speed as the core of our marine transport services. "K" Line first introduced its multi-purpose automobile and bulk carriers in 1968, starting with Toyota Maru No. 1. in 1970, Toyota Maru No. 10 was placed into service as Japan s first specialized car carrier, so-called PCC (Pure Car Carrier). "K" Line has been operating a large number of PCCs ever since, contributing to safe transportation with shorter lead-time in the area of complete car transport. Special Carriers Demand for thermal coal by power plants in Japan has been on the increase year-after-year. It serves as a document of title, a contract of carriage, and a receipt for goods. This document is usually required in order for the buyer to take possession of the shipment. Bills of Lading may be negotiable or non-negotiable . Bills that are consigned "to order" of a named party may be transferred by endorsement and delivery in the same manner as a check. What is the difference between a Negotiable and Non-Negotiable B/L? A Non-Negotiable B/L A Non-Negotiable B/L – also known as a straight B/L , is made out to a named consignee with the absence of the term "to order". The consignee named in the bill is the owner of the goods. A Negotiable B/L or "to order" B/L is a bill which can be bought, sold or traded while goods are in transit, or used for credit transactions. The embargo and permit process will continue on all other eastbound intermodal traffic from the L.A.Basin. Departure delays were minimal at ITS as on-dock trains departed near schedule this week. Traffic is moving steadily across the network and customer can expect good availability of their cargo. UP Central Corridor Begins Limited Operations January 24, 2005 The UP’s Central Corridor began limited operations this morning. UP is expecting to operate at about 60% of normal train operations. UP anticipates that full operations will resume by January 31st. The embargo will remain in effect, but permits will be increased gradually to work off any backlogs. The past several days were favorable for KL's on-dock operations out of ITS, which is now operating at near normal levels. Some small delays were observed waiting for cars, but delays were minimal. Units to embargoed locations moving under the UP's permit system have been moving steadily to the ramps. Generally containers are departing from the ramps fairly swiftly, although we are experiencing some small departure delays. UP Track Repairs Progressing Faster than Expected January 20, 2005 UP's track repairs in their Central Corridor are progressing faster than expected. UP issued the following press release indicating that they now expect the corridor to open for partial service as soon as January 24th. There is no projection at this time about when the corridor will resume full operations, however. We expect it to take some time for the UP to return to normal operations even after the corridor reopens. http://www.uprr.com/newsinfo/railroad/2005/0118_weather.shtml KL's measures to protect cargo remain in affect: On-Dock - On-dock operations are slowed by cases of car shortages, but for the most part operating with only limited delays. Non-Embargoed Unit Dray - There is still a backlog of drays to the ramps for non-embargoed destinations, but the backlog is being reduce and currently is not growing. The backlog is carry over from drayage delays that started prior to the embargo. Embargoed Unit Ramp Allocation - Units have been moving this week to the ramps under UP's permit system for cargo being drayed to the ramps destined to embargoed destinations. Train Departures - UP is moving trains from the ramps and on-dock with up to 24 hour delays. Trapped Trains - All but one of the trains with KL cargo on it which was trapped between LA and the Nevada washouts has been backed out of the corridor and is moving to or is at destination. The attached UOR is for 20 units expected to be trapped by the washouts until the corridor reopens. Export Shipments - One train a week will be moving westbound to ITS. The remaining exports are being moved over Oakland or the PNW. Domestics - Domestics remain embargoed to LA/LGB area. Steps to Minimize Congestion and Delays January 17, 2005 Today, the UP has developed plans to keep "K" Line's containers flowing to and from Los Angeles/Long Beach. As reported, the UP is prioritizing on-dock trains, and will move KL cargo from our ITS on-dock facility, as well as the YML WBCT terminal in LA, where we have a weekly on-dock train. Despite the existing embargo, UP will depart a controlled number of trains from its Long Beach ramp to the midwest. Cargo will continue to move, although at a slower pace. In an effort to ease the burden in LA, KAM will be diverting to Oakland some intermodal units that are on vessels originally discharging in Long Beach. We will monitor the situation and keep this option available if necessary. However, the UP Oakland terminal is quite congested and the UP is not encouraging large scale diversions to Oakland, which may incur extensive delay as well. Customs clearance issues for customers which clear customs in LA are not available for this option. As an additional countermeasure, K Line is able to divert some booked import cargo from the Far East on vessels serving alternative ports. Please discuss this option with your Sales Representative. HOWEVER, at present, intermodal cargo for all destinations may and still should be accepted for LA/Long Beach discharge The UP has committed to running "K" Line's weekly dedicated export train from Chicago to Long Beach. As a result, "K" Line has contingency arrangements for all export cargo and will now release empty containers for all bookings. Union Pacific Embargo LA to/from Midwest January 12, 2005 To our Valued Customers: On January 11th, the Union Pacific Railroad (UP) issued an embargo on all intermodal, automotive, and manifest traffic moving between the Midwest and the Los Angeles Basin, which includes Long Beach, CA. The reason for the embargo was severe track damage caused by unusually heavy and continuous rains in California and Nevada. The UP has reported track and bridge damage in several areas east and north of Los Angeles and near Las Vegas, NV. The UP spokesperson has reported that the damage on those routes may be repaired by Thursday, but the embargo could continue into the weekend as the railroad clears out its backlog. The UP operates two major routes between Los Angeles and Chicago; the Central Corridor is closed, but the Sunset Route, which runs through Arizona, New Mexico and Texas before turning north, is open. (see map). However, to protect the fluidity of the Sunset Route, UP is limiting the amount of additional trains it is running on the southern corridor. In addition, the UP is able to run limited traffic to Chicago via the BNSF route, which is currently open. As a result of the embargo, “K” Line intermodal service to and from the Los Angeles basin will be delayed. This bulletin will provide the latest information on “K” Line’s capabilities to move intermodal traffic and the possible impact to timely handling of your freight. Central Corridor Southern Route IMPORTS UP indicates that containers planned for on-dock departures will move, albeit at a delayed schedule. The reason to move the on-docks is prudent, as it will keep the marine terminals fluid; if the UP did not take this proactive step, the marine terminals would quickly become filled to the capacity with intermodal containers. The UP will use a combination of its Sunset Route and limited access to the BNSF. Please anticipate delays of at least two days, and likely more, for this cargo during the embargo. Shipments discharged in LA/Long Beach that are planned to move via UP’s rail facility in Long Beach and Los Angeles (a.k.a “off-dock”) to the Midwest will remain in the LA Basin until the embargo is lifted. Expect delays to departure after the embargo is lifted. Capability to change modes from rail to truck will be very limited, as truck capacity in Southern California remains very tight. “K” Line does not encourage any change in mode to truck and cannot assure easy access to the containers at the marine terminals. Although it may be very difficult for you, we appreciate your extreme patience during this situation. EXPORT “K” Line continues to accept bookings to all vessels. However, intermodal shipments connecting to vessels through Southern California will likely be delayed and may not connect to their intended vessels. Please contact your Sales or Customer Service representative for booking options. Containers currently en-route to the LA Basin will be delayed and may miss intended vessels. Customer Service Representatives will contact you if your booking will be affected. “K” Line will not be releasing any empty containers for intermodal bookings originating from the embargoed ramps (including Norfolk Southern and CSX ramps) destined for Los Angeles or Long Beach load ports. WEST COAST CONGESTION AND DELAYS January 11, 2005 As reported in many publications, the Los Angeles/Long Beach areas continue to be plagued by delays in the movement of cargo. We would like to take this opportunity to provide a quick update on the situation so that our valued customers can make proper contingency plans. Over the course of 2004, the trucking community has been under tremendous pressure. If you recall, during the summer, we had several demonstrations within the region where the truckers voiced their concerns over the congestion within the terminals. The slower turns made it impossible for the owner operators to generate enough runs over the course of a business day to cover operating cost and earn a fair wage. In spite of industry wide efforts to create a better working environment, truckers have continued to leave the industry. Some publications have indicated that 30% of the drivers have left the business and this has continued to create tremendous strain on the transportation infrastructure. Each day we hear from accounts asking for assistance to find a new drayman to handle their business. Unfortunately all trucking companies in the region are impacted by this extreme driver shortage in the Southern California region. This situation is quickly expanding to other regions such as Seattle and Tacoma, where we are getting reports that trucking companies are unable to cover existing business and cannot take on new business. Since the Christmas holiday’s, the Southern California region has continued to encounter delays in the movement of cargo on a rail basis as well as movement of local deliveries. Trucking companies throughout the region are reporting very low driver turnout since the New Year and now that drivers are starting to make themselves available, adverse weather conditions are impacting both terminal and trucking companies’ ability to operate normally. Weather conditions in the Southern California region have not only impacted the movement of goods locally, but via the rail network as well. Since late December, the region has encountered (3) substantial storms with record levels of rainfall. These storms have caused washouts along the rail networks and caused slower than normal production within the terminal operations. K-Line continues to monitor the situations in the region on a daily basis and is committed to providing the highest level of service possible under these tough conditions. What is a Bill of Lading (B/L)? A B/L is a document that establishes the terms of a contract between a shipper and a carrier under which freight is to be moved between specified points for a specified charge. It serves as a document of title, a contract of carriage, and a receipt for goods. This document is usually required in order for the buyer to take possession of the shipment. Bills of Lading may be negotiable or non-negotiable . Bills that are consigned "to order" of a named party may be transferred by endorsement and delivery in the same manner as a check.
