In Georgia, BP already operates the Western Route Export Pipeline, known as WREP. This 830km pipeline transports oil from the Azeri, Chirag Gunashli (ACG) field in the Caspian Sea via Sangachal terminal in Azerbaijan to the Supsa terminal on the Black Sea coast of Georgia. It s a real pleasure to come back to Singapore a place I ve known and admired for over 50 years. Singapore is one of our most important centres of activity in Asia. Many of our businesses and functions have their Asian regional offices here, and we ve just established a new and very important Data Centre, which will provide a hub for all our links across the region. I d like to take this opportunity to thank everyone for the kindness and hospitality with which BP and all our staff are treated. This is a great place to do business, and a great place from which to do business across the whole of this region. But there s also a personal pleasure in coming back, because I lived here for 3 years from the age of 5 to 8, and I have some wonderful memories. Later, Singapore taught me a great deal about the importance of Asia in the world, about the value of open markets and trade, and perhaps most important of all, about the value of a genuinely multicultural, meritocratic society, in which people are judged on what they can do, and not on their background. The world has changed a great deal in those fifty years. The world s population has almost doubled. From three and a half billion to six and a half. The world s economy has grown by 680 per cent, led by trade which has expanded twenty-fold. Because of that, average per-capita incomes have increased by 2 per cent a year, despite the growth in the number of people. And behind that average figure lies the stunning fact that more than a billion people have been lifted out of poverty Far more, proportionately, than at any other time in history. There are many fascinating elements within that story of economic progress. Markets have developed, first regionally and now globally in finance, goods, services, energy and information. Those markets have developed, particularly in the last twenty years, with the support of amazing advances in communication and technology. We ve moved, within a very short time, beyond the world in which markets were defined by national boundaries. That process, by encouraging specialisation, has led the improvement in personal living standards. Those freed from poverty have gained more than any other single group from globalisation. And it is those who have no access to the market system those who cannot trade, or develop their skills who have most to gain from that process continuing. The trade talks in Hong Kong in December are important, not just for those who are already beneficiaries of an open trading system, but even more important for those who are not yet part of that system. The last fifty years have also brought dramatic changes for business. In the 1950s and 60s, to be an international company was exceptional. To trade and invest internationally was considered rather exotic, and something done only by businesses in particular and rather specialist areas. The patterns of international investment were principally dictated by the need to access resources, including oil, to meet the needs of the developed, industrialised countries of Europe and North America. The transformation is remarkable and, of course, continues. The growth of companies is itself one of the most evident features of the last two decades. In 1985, the world s top 20 private companies were capitalised at $390 bn. Now they are worth ten times that - over $3,900 bn. Foreign Direct Investment worldwide now runs at $648 bn a year, and is increasingly focused on the development of the economies of what used, rather dismissively, to be called the Third World. For the moment, much international investment comes from the OECD world, but that is changing too. Asian-based multinationals are growing dramatically, and companies, including state owned companies, are beginning to compete internationally. Asia is now the motive force of the global economy. Last year Global GNP rose by four per cent, with Asia accounting for a third of that. Cumulative growth is a very powerful phenomenon. The Indian economy has grown by 70 per cent in the last ten years. China s economy grew by 49 per cent between 1999 and the end of 2004. In our own business the facts are equally dramatic. Only twenty five years ago, only one barrel of oil in seven was consumed in Asia. Now it is one in three. By 2020, it could be one in two. So a rapidly changing, fast moving world. What, then, are the challenges for business leaders in that environment? I d like to focus on a number of issues. They all arise from our direct experience, but in different ways I think they are issues which affect many international companies, well beyond our sector. None of the issues are totally new, but they are all being given a different dimension by globalisation. They are all issues which, for us, represent unfinished business we are in the process of working them through and learning. We don t have all the answers. And indeed the unfinished nature of leadership is an important message in itself. It is an illusion to think that leadership is about reaching a point of conclusion an answer. Leadership in every area involves a process of constant adjustment to changing realities, beyond anyone s control. And that process never comes to an end. The first point is about understanding the reality of the context in which we are working, and the importance of developing the right relationships with other key participants in the market. I suspect some people believe that, because of their size and scale, multi-national companies don t have to worry too much about relationships. They probably assume that we just exercise our power and get what we want. That, of course, isn t true. Any company, large or small, depends for its success on the choices of others. Globalisation widens the range of choices available to everyone. That s why the quality of relationships is so important. They range from the relationships we have with suppliers and the communities in which we do business, to the relationships we have with customers and partners. In our industry, those partners and customers include the state companies who now dominate the industry worldwide. Eight of the ten largest companies in our sector are state-owned. BP is a pretty large private sector business. We produce 4 million barrels of oil and gas every day, which equates to 3 per cent of world demand, but we are still only the tenth-largest company in our sector. Apart from Exxon, all the others are state enterprises including Saudi Aramco and Gazprom. Aramco alone is responsible for the production of 12 per cent of global supply. Those state companies control huge resources far more in total than all the private-sector companies put together. The role of state companies is not limited to countries which produce and export oil and gas. State companies are just as strong in a number of key importing countries. Very interestingly, the analysis of recent transactions shows that since 2003, more than half of the sales of oil and gas reserves have been to state-owned enterprises. In producing and consuming nations alike, energy is an issue of national security in which Governments, and the state companies that they have established, are likely to be involved for a long time to come. And that means that this is not a simple, open market in which we can invest freely, or on the basis of reciprocity. To participate, international business has to develop partnerships with the state-sector, and to do that we have to bring something substantive to the table. Relationships in this area as in so many others have to be based on the principle of mutual advantage. What can we bring to such relationships? The answer, I believe, lies in one of the key defining attributes of a multinational business the ability to access and apply knowledge very rapidly on a global scale. Technology, and the know-how which enables us to apply advances to deliver practical results, are at the heart of everything we do. We couldn t develop the resources which lie in deep-water off the west coast of Africa if we hadn t learnt a huge amount from deep water projects in the Gulf of Mexico and the Western Atlantic. That process of learning which is spread very rapidly, thanks to the advances in communications technology, enables us to keep costs down, and to improve the efficiency of every dollar invested. Russia is another example of a similar process. When we invested in Russia two years ago, we brought into the company a set of mature assets fields which had been producing for a very long time, some of which were in decline. We ve been able to take technology, developed in the North Sea and the US, and the result - after just two years - is an increase in production of 35 per cent, and a steady growth in reserves. The third example comes from our business here in Singapore. Nine of our functions including tax, security, and legal are based here.Six businesses, including BP Shipping, Aviation and Information Technology run their Asian operations from Singapore. In each case this is a centre of knowledge a focal point for the flow of information and ideas. The centres we have here, and the network of connections, based on highly sophisticated technology, which spread from here across Asia, allow us to understand the patterns and developments across a very large number of individual national markets. Leadership involves an understanding of the needs of others, and the development and application of the technology which enables us to engage on the basis of mutual advantage. The third strand is about the company s position in the world. I think this comes back to a very fundamental point, which is about the purpose of business. BP exists to provide energy, in various forms, to people who want to buy that energy at a price which they can afford, and in a manner which is sustainable. If we succeed in fulfilling that purpose, we will thrive and reward the investment of our shareholders. That s a pretty simple statement, but it does mean that we have to look at the context in which we are working, to make sure that we are succeeding. Are we providing products and services in a way which is sustainable? For anyone in our business, the answer to that question must take account of the impact of the products we sell on the natural environment.Is the growing use of hydrocarbons sustainable if it produces ever-increasing volumes of emissions which could change the earth s climate and trigger the process of global warming? The science of global warming is incomplete. There are things we don t know and there probably always will be. But the volume of evidence is mounting, and the case for precautionary action is very strong. There is a very powerful argument for taking action using existing science and technology to reduce emissions before the problem becomes so serious that drastic action has to be taken in a manner which could disrupt the whole world economy. We support such precautionary action. We ve taken steps to reduce our own emissions, and to stabilise the level of emissions as our business grows, and now we are looking at ways in which we can apply business skills to the development of a lower carbon economy. That will cover a large range of activity including solar and wind power and it will, of course, include the very interesting pilot projects involving hydrogen fuel cells which we ve developed here at two service-stations here in Singapore. The point is not to claim that any one business can solve the global problem of climate change. The point is simply that business can take a leadership role showing what is possible; investing for the future and providing answers, rather than trying to pretend that the problem doesn t exist, or leaving it as a mess which someone else has to clean up. Business has to respond to the externalities which occur as a result of what we do. Equally, we have to ensure that we take steps to expand the circle of those who benefit from what we do. This is a very important point in the current environment. The process of globalisation, to which I referred at the beginning, is not yet secure. A track-record of fifteen or twenty years is not enough to declare it a permanent phenomenon. There are many people who are uncomfortable with open markets and free trade, because their immediate positions are threatened, and the process of adjustment can be rough and uncertain. And there are many more people who are still outside the system, and not benefiting at all. That is why the progressive extension of the idea of open trade is so important, and it is why companies who have a direct interest in the maintenance of open markets have a role to play at the micro level in taking the benefits of trade and the free flow of ideas and technology to as many people as possible. We believe that energy can play a tremendous role in that process. Access to commercial energy supplies can bring heat, light and mobility. Energy allows people to trade goods, to learn to read, to enjoy basic health care. At the moment, there are more than two billion people across the world who have no access to commercial energy at all. The challenge for us is to find new ways of supplying that latent demand. We re experimenting in a number of different ways. In India and Africa we re supplying solar panels to villages which are off the grid. Those panels are enabling people to establish local facilities, such as schools and hospitals. In India we are beginning an experiment to take energy to people whose basic energy needs are currently met by the collection of wood and dung, which are then burnt in small stoves. The damage to health is obvious and well documented. The alterative we re developing is a new hybrid appliance a chulha - which can burn LPG or biomass. That product, which we hope to take to 20 million households across India over the next decade, can reduce smoke emissions by two-thirds and can give people an extra two or three hours a day the time they currently spend gathering fuel. And the product will be supported by a system of micro-finance to cover the initial capital cost. Those are just examples. We believe far more is possible. The important thing is that we find ways to meet the needs for energy which clearly exist, and in doing so begin to bring into the world economy those who are currently excluded by poverty. Behind everything I ve talked about there is one crucial issue for multi-nationals and indeed for any business, wherever they work. That is the role and quality of people. The strength of the economy here in Singapore hasn t been built on the basis of huge volumes of natural resources. It has been built by great people. The same is true for every single one of the ideas and initiatives I ve talked about. Technical advances in drilling and reservoir management are not produced by computer they come from the creative brains of individuals. The ability to do business in complex areas, such as Russia, is the product of a remarkable team of people under great leadership. The idea of taking energy to what is called the bottom of the pyramid in India and elsewhere, is the product of months of hard work by a small team of individuals who had an idea, and who had the determination and the persistence to carry it through. Global business, in particular, relies on the quality of its people. It simply isn t possible to run a company spanning 110 countries, on the basis of centralised command and control. The authority to take decisions has to be delegated. People have to be given clarity on their roles and responsibilities, and a clear sense of the values of the company an understanding of what is expected of them. But they can t be given a manual - because events and circumstances are always unpredictable. That means they themselves have to become the leaders not a group of people thousands of miles away in something called a Head Office . That is a significant change, and it puts a premium on the quality of people employed. Those leaders have to be capable of doing their basic job as an engineer, or a trader, or an economist at a very high level, but they also have to lead teams which are likely to be multi-disciplinary and multi-cultural, to be able to respond to whatever happens in the world around them, and to work easily within different societies and cultures. And, of course, they often have to work under considerable pressure. That is why meritocratic systems of development and promotion are so important. Global companies can t afford to be anything other than inclusive of talent, regardless of background or race. We have to be open and diverse, and to deal with people not on the basis of where they have come from, but on the basis of what they have achieved, and their potential. For us, and for many other companies, that is a change which is still in progress. As we develop the next generation of people men and women from all around the world the process of change is proving to be very productive. New people bring new ideas and new perspectives. Their development and progress also, I believe, helps to demonstrate that globalisation is a process which opens doors which have previously been closed. So leadership in a global economy involves dealing with a complicated set of challenges. Leadership is about understanding the reality of the competitive environment and working accordingly transcending barriers and building relationships on the basis of mutual advantage. It s about developing and applying technology and using that to sustain competitiveness. It s about accepting the reality of externalities, and applying the skills of the company to find answers rather than excuses. And most important of all, it is about the development of people as leaders at many different levels right across the business. Those are exciting activities because they are all about change and opportunity. I believe business is a force for progress giving people the resources they need to improve their standard of living, and giving individuals the opportunity to develop their potential in some cases for the very first time. As a result of the announced sale, Innovene operations have been treated as discontinued operations and presented accordingly within this document. BP's third quarter replacement cost profit was $4,410 million compared with $3,791 million a year ago, an increase of 16%. The result includes the loss on re-measurement to fair value of Innovene as a result of the recently announced divestment, and significant impacts from the effects of hurricanes Katrina and Rita. For the nine months, replacement cost profit was $14,882 million compared with $11,928 million, up 25%. The third quarter result includes a net non-operating charge of $921 millon compared with a net non-operating charge of $394 million in the third quarter of 2004. For the nine months, the net non-operating charge was $1,201 million compared with a net gain of $189 million for the nine months of 2004. The third quarter trading environment was generally stronger than a year ago with higher oil and gas realizations and higher refining margins, but with lower retail marketing and olefinsmargins. Net cash provided by operating activities for the quarter and nine months was $6.4 billion and $22.5 billion, respectively, compared with $6.1 billion and $18.2 billion a year ago. The ratio of net debt to net debt plus equity was 19% compared with 20% a year ago. The quarterly dividend, to be paid in December, is 8.925 cents per share ($0.5355 per ADS)compared with 7.10 cents per share a year ago. For the nine months, the dividend showed anincrease of 26%. In sterling terms, the quarterly dividend is 5.061 pence per share, comparedwith 3.910 pence per share a year ago; for the nine months the increase was 26%. During thenine months, the company repurchased 728 million of its own shares at a cost of $7.9 billion. BP Group Chief Executive, Lord Browne, said: "The recent hurricanes in the US have impacted our results. However, underlying performance is strong, amplified by high but volatile prices of oil, gas and products. Theannounced sale of Innovene for cash is a good outcome. We continue to invest in opportunities which remain robust to future changes in the operating environment, to pay an increasing dividend per share over time and to return excess free cash flow to investors". Summary Quarterly Results Exploration and Production s third quarter result was up 36% on a year ago reflecting higher realizations in both liquids and gas, partially offset by slightly lower volumes and higher operating costs and revenue investments. The Refining and Marketing result reflects record refining margins but significantly lower retailmarketing margins compared with a year ago. In Gas, Power and Renewables the result increased compared with a year ago primarily due to highercontributions from the gas marketing business. Interest and Other finance expense was $181 million for the quarter compared with $162 million in the previous quarter. This reflects higher interest costs partially offset by higher capitalised interest. The effective tax rate on replacement cost profit of continuing operations was 33.7%. Capital expenditure was $3.3 billion for the quarter; there were no significant acquisitions. Disposalproceeds were $0.2 billion. Net debt at the end of the quarter was $20 billion. The ratio of net debt to net debt plus equity was 19%. During the third quarter, the company repurchased 332 million of its own shares, at a cost of $3.8 billion. These shares are held in treasury. On 7 October 2005, BP announced that it is to sell Innovene to INEOS. The $9 billion cash sale, subject to regulatory approvals, includes manufacturing sites, markets and technologies. The sale is expected to be concluded early in 2006. The commentaries above and following are based on replacement cost profit. TNK-BP operational and financial information has been estimated. The financial information for 2004 has been restated to reflect the following, all with effect from 1 January 2005: (a)the adoption by the group of International Financial Reporting Standards (IFRS) (see Note 1); (b) the transfer of the aromatics and acetyls operations from the former Petrochemicals segment to the Refining and Marketing segment; (c) the transfer of the Olefins and Derivatives operations from the former Petrochemicals segment to Other businesses and corporate (as noted above we have announced the sale of Innovene and have categorized the majority of Olefins and Derivatives as discontinued opera
