In March 2005, BP and Sinopec/YPC signed a joint venture contract to build a 500,000 tonne-per-year acetic acid plant in Nanjing, Jiangsu province. BP and Guangzhou Development Industry Holdings (GDIH) jointly operate a world-class oil and chemical products terminal at Nansha, Guangzhou. The Nansha terminal has been selected by Shanghai Futures Exchange as a delivery point for futures contracts. BP is working together with both PetroChina and Sinopec - the two major national players in China - to acquire, revamp and operate 5,00 service stations each in Zhejiang and Guangdong provinces. Since then three BP heritage companies Amoco, Arco and British Petroleum - have invested more than US$2 billion in exploring and developing offshore and onshore oil and gas resources in China, in partnership with Chinese national oil companies. By virtue of its long involvement in China's upstream scene, BP now has extensive understanding of the future development potential of indigenous Chinese hydrocarbon resources. Today, BP Upstream supports BP's strategy in China to build a material gas business in key growth markets. BP's upstream asset in the country is the Yacheng 13-1 gas field in South China Sea, the biggest offshore gas field in China. Yacheng 13-1 Gas Field In 1982, during the first licensing round in China that was open to western companies, BP's heritage company Arco acquired the Ying Ge Hai Block in the South China Sea. This led to the discovery of the Yacheng 13-1 gas field in 1983,the subsequent development of the field, and the commercial production of the reserves in 1996. Yacheng 13-1 lies in 90 meters of water and is the largest offshore natural gas field in China. It supplies natural gas for power generation to Castle Peak Company Limited in Hong Kong via a 780-km pipeline (the 2nd longest offshore pipeline in the world), and to Fuel & Chemical Corporation of Hainan Province via a 60-km pipeline. The Yacheng Partnership consists of BP 34.3%, CNOOC 51%, and Kuwait Foreign Petroleum Exploration Company 14.7%. After operating successfully for 8 years, BP handed over operatorship to its major partner CNOOC on 1st January, 2004. In 2001 BP was awarded a 30% stake as the sole foreign partner in China's first LNG import terminal project in Guangdong Province. The project consists of an LNG receiving & re-gasification terminal and 379 km of pipelines to supply gas to power plant and town gas customers in the fast growing Pearl River Delta area. Construction commenced in 2003 and operation is expected in 2006. In August 2002 China selected Australia's North West Shelf consortium - in which BP has a one-sixth-interest - to supply 3.71 million tonnes of LNG per year to the Guangdong LNG project. In tandem, Indonesia's Tangguh LNG project - in which BP holds a 37.2% interest - has been named as the supplier for China's second LNG terminal project in Fujian province. A 25-year LNG Sales and Purchase Agreement was signed in September 2002 for Tangguh to supply up to 2.6 million tonnes of LNG a year to Fujian starting in 2007. The Guangdong and Fujian supply arrangements, along with the Guangdong terminal, give BP the opportunity to play a pivotal role in supporting China's goal of increasing natural gas consumption from 2.7% of primary energy consumption in 2000 to 6% by 2010, as set out in the country's 10th Five-Year Plan. Through the Group's Russian joint venture TNK-BP, BP is also working together with China National Petroleum Corporation (CNPC) and Korea Gas Corporation (KOGAS) on the Kovykta Gas Pipeline project which will be beneficial for China. Permit to work Before conducting work that involves entry to confined spaces, work on energy systems, ground disturbance in locations where buried hazards may exist, or hot work in potentially explosive environments, a permit must be obtained that defines the scope of work. Working at heights Working at heights of 2 meters (6 feet) or higher above ground cannot proceed unless a fixed platform is used with guard or hand rails, verified by a qualified person, or... Energy isolation Any isolation of energy systems; mechanical, electrical, process, hydraulic and others, cannot proceed unless the method of isolation and discharge of stored energy are agreed and executed by a qualified person(s)... Our most obvious example of social responsibility has been focused on the environment. Environmental stewardship is a key element of BP's global presence. We have also been supporting research projects to highlight renewable and alternative technologies. SYSU-BP LNG Center On May 23, 2005, BP and Sun Yat-Sen University (SYSU), one of China's most prestigious universities, held a ceremony at the University to officially launch the SYSU-BP Center for LNG Education, Training and Research. The first of its kind in China, the Center aims to become a world-class institution of LNG engineering expertise. It will focus on developing LNG engineering technologies, promoting international exchanges of professional knowledge and research information, and providing high-level professional training for China's LNG and related energy industries. Increasing numbers of people want to enjoy the benefits of transport but it has an inherent impact on the global climate and local air quality, as well as being a source of accidents, congestion and noise. As a major manufacture and marketer of fuels, we have a responsibility to play our part in finding transport solutions. In 2004, we continued to create and market a range of fuels, many being new, cleaner products. We also took action ourselves and with expert partners to investigate the best ways to provide much cleaner transport in the future. Using hydrocarbon fuels in an internal combustion engine creates two main kinds of emissions. Some, such as nitrogen and sulphur oxides, carbon monoxide and particulates, affect local air quality. Others, chiefly CO2, are GHGs, which are associated with climate change. Transport also creates congestion and noise as well as the potential for accidents and injuries. In terms of business and research, BP focuses where it has most expertise, on emissions-related issues, although we also have a global driving safety programme in communities where we operate. In 2004, we joined other fuel-makers and automobile manufactures to produce a major report on these issues, Mobility 2030, for the World Business Council for Sustainable Development. The research that BP and Ford have supported at Princeton University has put forward some indicative transport scenarios that would each deliver a cut in emissions of 3.5 billion tonnes of CO2, a year by 2050. These include doubling the fuel economy of two billion cars to 60 miles a gallon or creating biological fuels from 250 million hectares worth of crops or trees-these being today's conventional bio-fuels. In practice, we believe the solution will come through a combination of actions, creating a pathway to more sustainable transport. We see three potential stages in the pathway towards lower-carbon fuels. In the first stage, we will make incremental improvements using today's technologies and fuels. For example, a diesel vehicle produces around 18% less CO2 than an equivalent vehicle powered by gasoline because it has increased fuel economy, reducing emissions per mile/kilometer. High-performance gasoline and diesel engines are now being designed, using technologies such as direct injection, and advanced fuels are being developed to achieve greater fuel economy. Within the next decade or so, we expect to see a new generation of transport using hybrid engines some of which are already available which typically generate electricity as they run and use this to power the car for periods. Our estimate is that a hybrid vehicle using diesel may emit over 35% less GHGs on a 'well-to-wheels' basis in five years'time than a gasoline-powered vehicle today. We believe the next major breakthrough for fuels will be to create advanced bio-fuels. These will differ from today's conventional bio-fuels, such as ethanol or bio-diesel, which can be blended with gasoline or diesel in small proportions typically 5-10% and provide useful but limited reductions in GHGs. The advanced bio-fuels now being researched would be made from materials that do not require intensive farming trees such as willow and residues such as straw or organic municipal solid waste. If used in conjunction with vehicle technologies such as diesel hybrid vehicles, such fuels might at least halve GHG emissions from the level of a typical gasoline-powered car today. In 2004, we carried out a programme of research that told us biomass could make a material contribution as a primary energy resource for the road transport fuel pool and that the land requirements could be accommodated without using land needed to meet projected food production. The most radical transport options currently being tested are fuel cell vehicles(FCVS) that use hydrogen. In China, BP also has agreed to be a partner in a hydrogen vehicle demonstration project being established by the Chinese Ministry of Science and Technology. This is both because of the importance placed on education in Chinese society, as well as because of the relationship between education and economic growth, as demonstrated in numerous studies. At BP China, we partner with the government, universities, NGOs and other institutions to provide for many types of learning. We firmly believe that supporting education is another way, as good way to contribute to the sustainable development of the country. Rather than list all the individual activities that we have been involved with (including many activities around our sites with local schools or at key national Universities), we have chosen to highlight a few key programmes below. Environmental Educators'Initiative (EEI) In 1997, Chinese Ministry of Education, World Wide Fund for Nature (WWF) and BP initiated an environmental education project called the 'Environmental Educators' Initiative'(EEI). This programme is one of BP's largest community investments in China. It is the first partnership of its kind between a Chinese government ministry, a multinational company and an international environmental non-government organization. The aim is to embed education for Sustainable Development into China's basic education system through the national curriculum. The programme aims to bring environmental education into the classroom through a cross disciplinary approach, as well as encourage a range of extra curricula activities involving children in real activities promoting sustainable development. Keys to the implementation of the programme are training courses for master trainers, in-service teacher training, and the development of teaching materials. A network of training centres, established at China's best know teacher training universities, as well as pilot schools provide the institutional architecture for this work. Education is a natural priority for our community investment programmes in China. This is both because of the importance placed on education in Chinese society, as well as because of the relationship between education and economic growth, as demonstrated in numerous As part of this cooperation, on November 2nd 2003, the Ministry of Education issued its "Guidelines for the Implementation of Primary and Middle School Environmental Education (Trial)." These guidelines are China's first state-level documents on the implementation of environmental education. Considered a major milestone in the establishment of environmental education in China, the Chinese Ministry of Education estimates that they will impact over 200 million primary and middle school students. BP China not only provides financial and managerial support to the programme, but our staff get engaged in projects with local schools. We've recently formalised this with the launch (at Beijing Dongzhimen Middle School) of the EEI Schools Link Program (China), where BP company employees will work with teachers at local schools to support education for sustainable development and to enhance the education of young people, both in and out of the classroom. We welcome other partners to get engaged. To this end, BP sponsored the construction of six Project Hope Schools in Guangdong province. BP staff have also personally sponsored students at these schools who otherwise would be unable to continue their education due to poverty. Centre for China in the World Economy (CCWE) Research program supporting China's economic development In order to better understand the interplay between the global market and the Chinese economy, a Centre for China in the World Economy (CCWE) was set up at the School of Economics and Management, Tsinghua University (Tsinghua SEM) in September 2004. As another cooperative effort between Tsinghua and BP, CCWE aims to support and forward the process of China's entry into global economy, and to conduct training for governments, corporations, and others to deepen their understanding of how China and the rest of the global economy interact. Located on the TSEM campus and drawing on a staff of internationally-renowned resident research fellows and guest scholars, CCWE is focused on providing: research initiatives, lectures, and conferences connecting TSEM with influential think tanks and policy institutes across the world; white papers and policy briefing workshops contributing constructively to government deliberations from a global perspective; executive training and research for multinationals operating in the Chinese market. CCWE has assembled a team of scholars including some of China's most promising economists and policy analysts. The Center's Director, Professor David Li, and its senior Research Fellows Professor Yingyi Qian and Professor Chongen Bai have all published widely on China's economic development and reform, and bring with them a wealth of experience teaching and training in the US, Hong Kong, and mainland China. The safety of our customers, contractors, suppliers and staff is our highest priority. Safety rules are among the first that a new employee has to learn and business meetings frequently begin with a 'safety moment'. In 2004 we introduced a new driving standard which focuses on encouraging our JV partners and contractors to adopt consistent standards in 2005 and 2006. Road safety is a focus for BP's community engagement and we participate in many other initiatives to promote safe driving in the communities in which we operate. 8 golden rules Safety is a legitimate personal expectation of our staff and a serious individual responsibility. Every member of staff should be able to go home at the end of the day without having suffered any harm during the course of their working day. In a world, and industry, full of risks this goal can only be achieved if every single person remembers the importance of safety, accepts their personal responsibility and is familiar with all relevant procedures. These simple golden rules provide a basic guidance. We ask every individual to read them and to act upon them. BP in China Who we are What we do Where we are Environment At BP we view social responsibility as our role in helping to solve global challenges that have a direct relationship to our long-term business strategy. Our most obvious example of social responsibility has been focused on the environment. Environmental stewardship is a key element of BP's global presence. We choose to take a lead on the issue of climate change because we believe there is a clear case for taking precautionary actions to seek sustainable energy solutions for the environment. Considerable effort is put into the question of how to minimise the environmental footprint of our operations. We have also been supporting research projects to highlight renewable and alternative technologies. Supporting research and working with others has also been a key component of our commitment to working with China to enable the development of future energy technologies. BP is working with key Chinese universities to develop clean energy technologies. SYSU-BP LNG Center On May 23, 2005, BP and Sun Yat-Sen University (SYSU), one of China's most prestigious universities, held a ceremony at the University to officially launch the SYSU-BP Center for LNG Education, Training and Research. The first of its kind in China, the Center aims to become a world-class institution of LNG engineering expertise. It will focus on developing LNG engineering technologies, promoting international exchanges of professional knowledge and research information, and providing high-level professional training for China's LNG and related energy industries. Sustainable Mobility Transport presents society with a dilemma. Increasing numbers of people want to enjoy the benefits of transport but it has an inherent impact on the global climate and local air quality, as well as being a source of accidents, congestion and noise. As a major manufacture and marketer of fuels, we have a responsibility to play our part in finding transport solutions. In 2004, we continued to create and market a range of fuels, many being new, cleaner products.
