These Regulations may be cited as the Pilot Ladder Regulations. Interpretation 2. In these Regulations, "Board" means the Board of Steamship Inspection created pursuant to Part VIII of the Canada Shipping Act. Application 3. These Regulations apply to every Canadian ship that is engaged on a voyage during the course of which it is required to take on board a pilot. Compliance 4. The owner or master of every ship shall ensure that the requirements of these Regulations are complied with. Pilot Ladder 5. Every ship shall be equipped with a pilot ladder that is (a) efficient for the purpose of enabling pilots to embark and disembark safely; (b) kept clean; and (c) maintained in good order and condition. 6. (1) Every pilot ladder shall be secured so that (a) it is clear from any possible discharge from the ship; (b) each step rests firmly against the ship's side; (c) it is clear as far as practicable of the finer lines of the ship; and (d) the pilot can safely and conveniently gain access to the ship after climbing not less than 1.5 metres. (2) The ladder shall consist of a single length capable of reaching the water from the point of access to the ship in all conditions of loading and trim and when the ship is subject to an adverse list of 15 . (3) Where the distance from the water to the point of access of the ship is more than 5 metres, access from the pilot ladder to the ship shall be by means of an accommodation ladder or other equipment that provides equally safe and convenient access to the ship. (4) An accommodation ladder referred to in subsection (3) shall be (a) provided with a handrail or man-rope on each side; (b) securely bowsed to the ship's side; and (c) so rigged that the steps are in a horizontal position. 7. (1) Every step of a pilot ladder shall (a) be not less than 480 millimetres long, 115 millimetres wide and 25 millimetres deep, excluding any non-slip device; (b) be equally spaced not less than 300 millimetres or more than 380 millimetres from the next step; (c) be secured in such a manner that it remains horizontal; (d) be constructed of hardwood or other material that is as rigid, strong, durable and weather resistant as hardwood; (e) if constructed of hardwood, be in one piece and free from knots; and (f) have an efficient non-slip surface. (2) No pilot ladder shall have more than two replacement steps that are secured in position by a substantially different method from that used in the original construction of the ladder. (3) The steps described in subsection (2) shall be replaced as soon as practicable by steps secured in position by the method used in the original construction of the ladder. (4) Where any replacement step is secured to the side ropes of the ladder by means of grooves in the sides of the steps such grooves shall be in the longer sides of the steps. 8. (1) Every pilot ladder shall have (a) an arrangement of two uncovered manilla side ropes, each of which is not less than 60 millimetres in circumference and has no joints or splices below the top step; or (b) an arrangement of materials that is at least equivalent in strength to the arrangement referred to in paragraph (a). (2) Two man-ropes that are properly secured to the ship and not less than 65 millimetres in circumference, and a safety line shall be kept close to the pilot ladder. 9. Battens that are (a) made of hardwood or some other material that is as rigid, strong, durable and weather resistant as hard wood, (b) in one piece, and (c) not less than 1.80 metres long shall be fitted to the pilot ladder so that (d) the lowest batten is attached in line with the fifth step from the bottom, (e) the lowest batten does not interfere with the bottom step of the ladder, (f) the pilot ladder is prevented from twisting, and (g) the battens are not more than nine steps apart. 10. (1) Every ship shall be provided with equipment to ensure safe and convenient passage (a) onto, into and off the ship from (i) the pilot ladder, and (ii) the device provided pursuant to subsection 6(3); and (b) between the pilot ladder and a device provided pursuant to subsection 6(3). (2) Where the equipment provided pursuant to subsection (1) is a gateway in the rails or bulwarks of the ship, handholds that are designed and affixed so as to provide safe and convenient access to the ship by a pilot shall also be provided. (3) Where the equipment provided pursuant to subsection (1) is a bulwark ladder, (a) that ladder shall be securely attached to the bulwark rail or platform; and (b) two handhold stanchions shall (i) be rigidly secured to the ship's structure at or near the base of the ladder and at a higher point, (ii) be not less than 40 millimetres in diameter, (iii) extend not less than 1.20 metres above the top of the bulwark, and (iv) be not less than 0.70 metres and not more than 0.80 metres apart. 11. Lighting shall be provided at night and in all conditions of low visibility so that the portion of pilot ladder overside and the position where the pilot boards the ship are illuminated to prevent misleading shadows when a pilot is embarking or disembarking. 12. A heaving line and a lifebuoy equipped with a self igniting light shall be kept near the head of the pilot ladder. 13. Every ship shall be provided with equipment to enable a pilot ladder to be used on either side of the ship. Mechanical Pilot Hoists 14. Where a mechanical pilot hoist is provided, (a) that hoist and its ancillary equipment shall be (i) of a type approved by the Board, and (ii) of such design and construction so as to ensure that the pilot can embark and disembark in a safe manner; and (b) the pilot ladder provided in accordance with these Regulations shall be kept on deck adjacent to the hoist and ready for immediate use. Supervision 15. The rigging of the pilot ladder and the embarkation and disembarkation of a pilot shall be supervised by a deck watch officer or other responsible officer of the ship. Equivalent 16. Notwithstanding anything in these Regulations, where constructional features prevent the implementation of any provisions of these Regulations respecting the construction or furnishing of a pilot ladder, the Board may, on application by the owner or master of a ship, permit the installation or furnishing of another device that is efficient for the purpose of enabling pilots to embark on and disembark from a ship if that other device provides equally safe and convenient access to the ship as does a pilot ladder required under these Regulations.
