WELCOME TO THE WEB SITE OF THE PORT OF RIJEKA AUTHORITY! The Port of Rijeka Authority was established to manage, develop and operate the port of Rijeka, open for the international public transport, which was for it s size and importance nominated a harbor of special international and economic interest for the Republic of Croatia. It was founded by a decision of the Government of Croatia (Official gazette no. 42/96), based on article 31, paragraph 1 and 2 of the Law on Sea Ports, amendments Official gazette no. 26/2002 and Official gazette no. 54/2002. HISTORICAL DEVELOPMENT OF THE PORT OF RIJEKA The development of the ports of Rijeka and Trieste, as modern harbors, begins in the year 1717 when the Austrian monarch Carl VI, in accordance with his mercantilist policies, proclaimed the free navigation of the Adriatic Sea. Two years later Carl VI awarded to Rijeka and Trieste the Free Ports Charter, thus permanently marking the historical development of these two towns and ports. The transfer of Rjecina s river mouth into a new bed, in 1855, marks the beginning of the construction of a modern harbor, although the building of a large port basin begins only in 1867 when the Austrian-Hungarian monarchy was created and Rijeka became the main harbor for Hungarian goods. With the Hungarian rule over Rijeka a swift development of the port takes place which will last until the First World War. Of great importance for the development of the harbor was its connection with the hinterland by railway. Rijeka was thus connected with Budapest in 1873. In 1913 Rijeka was ranked among the top ten European harbors for its turnover of 2.1 million tons. The years of prosperity, for the port of Rijeka, come to an end with the beginning of the First World War, with the closing of the Strait of Otranto and the interruption of trade and sea traffic with overseas countries. At the end of the war Rijeka became part of the newly formed state, the Kingdom of Serbs, Croats and Slovenes. As a consequence of the war, in 1918, in the harbor only 500,000 tons of cargo was transshipped. Instead of rebuilding and further developing the port after the war, with the Treaty of Rapallo, between the Kingdom of Italy and the Kingdom of Serbs, Croats and Slovenes, in 1924 Italy was granted the annexation of Rijeka. Susak was united to the Kingdom of the SCS. Therefore the port was divided into two parts and hindered in the attempt to win back the lost markets and cargoes. The port of Susak, as part of the Kingdom of the SCS, becomes one of its main ports. Although it was by capacity six times smaller than the Rijeka port area, it had almost the same traffic as the port of Rijeka under Italian rule. During the Second World War the port of Rijeka suffered substantial devastation and a large part of port s capacities was destroyed. The German army, upon withdrawal from the port, destroyed all the mooring areas, all the reloading equipment and more than 50% of warehouses. After the Second World War the harbor s capacities were rebuilt and already in 1950 the turnover reached 2.4 million tons. The volume of business of Rijeka s harbor was affected by the closing of the Suez Channel between 1967 and 1975. The second half of the 20th Century was marked by a further dynamic development of the port. From 1960 to 1990 the port develops following the concept of specialized terminals in the Bay of Kvarner. The construction of a new oil refinery, the completion of the oil pipeline, the construction of the coke plant, the construction of the silo for cereal crops and a modern bulk cargo terminal in Bakar, as well as the construction of the container terminal in Susak, all enabled Rijeka to reach a record turnover in 1980 with 20.247.000 tons of cargo, of which 13.063.000 tons of liquid cargo and 5.230.000 tons of bulk cargo. The structure of transshipped cargo had changed, and the once mainly general cargo traffic was replaced by liquid and bulk cargo. In 1990 major changes ensue. Because of the war in Croatia, the port of Rijeka stagnates and the cargos turn towards the ports of Trieste and especially Kopar, the latter one doubles its turnover between 1990 and 2000. Since 1996 the transshipment in Rijeka s port gradually increases reaching now around 3 million tons of dry cargo and 5 million tons of liquid cargo per year. LOCATION The town and port of Rijeka is situated in the northern most part of the Bay of Kvarner, where the Adriatic Sea retracts most deeply into the European continent. This geo-transport location is naturally the most convenient exit to the open sea for Croatia, Hungary, Austria, Czech Republic, Slovakia, the western part of Ukraine, the southern part of Poland and the southern part of Germany. A propitious location on the cost of a protected, up to 60m deep bay, offers all the prerequisites for a safe port and the acceptance of the largest and most modern ships. The advantages offered by the harbor of Rijeka influenced the beginning of its construction already in the 13th century. Rijeka is connected with Europe through two railway lines, across Zagreb and across Ljubljana, while road routes exist towards: Zagreb, Ljubljana, Trieste and Dalmatia. The oil pipeline starts from Kvarner and leads towards oil refineries in Croatia, Hungary, Austria, Serbia and Montenegro, the Czech Republic and Slovakia. The main advantage of the port of Rijeka, in comparison with competitive ports, is its natural sea depth in the bay, as well as in the port areas. Compared to the ports of the North Sea and the Baltic Sea, the main advantage is the shortest sea route between Europe and the Near, Middle and Far East. Ports Northern Adriatic (Nm) North Sea (Nm) Port Said 1.294 3.564 Bombay 4.340 6.610 Singapore 6.308 8.578 Hong Kong 7.767 10.037 Pusan 9.169 11.466 In the port of Rijeka there are separate terminals for the transshipment of general, bulk, liquid, container and ro-ro cargo, as well as specialized terminals for cereal crops, soya, phosphates, fruits, frozen meat and fish, timber, live stock, heavy palettes, and dangerous cargo. The overall capacity of the port is estimated to 33 million tons a year, of which 24 million tons regards oil and its derivates and 9 million tons falls on general and bulk cargo. The highly specialized workforce can successfully carry out different tasks, like finishing, processing, packaging, refining, production, bagging, palletize etc., and at the same time they can satisfy all the ships needs like catering, supplying with water, oils, electric energy, piloting, towing, rescuing etc. In Rijeka there are many ship operators, agencies, shipping agencies, control and inspection companies, shipyards and other specialized firms which have their seats or offices in the town area. The port area comprises 5 basins: Rijeka, Susak, Bakar, Rasa, Omisalj and the warehousing complex of Skrljevo. The overall port area of 1.808.333 m2 includes also 362.000 m2 of roofed over warehouse space. For the transshipment of oil and oil derivates there are tanks of 725.000 m3 of capacity. The operative wharf is 7.926 m long with 41 berths; the sea depth of which is from 5.5m to 28m and therefore even the largest ships can be berthed. GENERAL CARGO TERMINAL The terminal is located in the area of the old port center of Rijeka and in the area of the newly built warehousing complex in Skrljevo. The terminal has 11 berths and is equipped with 42 wharf cranes with the capacity of 2-32 t, and it can tackle ships up to 30,000 DWT. The adequate warehousing space, the mobile crane trucks with the capacity of 6-100 t, the great number of forklifts, trucks, tractors, trailers etc., together with the specialized workforce, enable this terminal to work simultaneously on all berthed ships. The terminal is designed for the transshipment and warehousing of classical general cargo, but it also has specialized units for the transshipment of paper, timber, metallurgical products, dangerous cargo, heavy cargo, frozen and conditioned food, and units for the final processing of cargoes. FREE ZONE By the decision of the Government of the Republic of Croatia regarding the granting of a consent (19.06.1997.), the Free zone of the port of Rijeka was created and its founder and manager is the PORT OF RIJEKA AUTHORITY (Official gazette 63/97) The Free zone of the port of Rijeka is situated on four separate locations with an overall area of 1.190.000 m2: - the port area of Rijeka with the container terminal - the port area of Bakar - the port area of Rasa - location Stalije - the warehousing complex of Skrljevo In the Free zone of the port of Rijeka the users can perform the following activities: - production of goods - finishing operations - wholesale trade and trade agencies - banking and other financial transactions - insurance services and reinsurance of property and persons The possibility to use the free zone have all the domestic and foreign legal and individual persons based on the agreement with the founder and in accordance with the Law on free zones. The preference to perform economic activities in the free zone is given to domestic and foreign legal and individual persons: - whose economic activity in the Free zone effectuates greater export results - whose activity effectuates a greater traffic in the port s capacities and uses port s services and employees - whose arrangement is on long-term - whose production cycle is shorter - whose economic activity pollutes less - who invest more funds in the development of the Free zone The user can, with the consent of the Free zone s founder, invest in the construction or reconstruction of the infrastructure and buildings in the Free zone, as well as in the additional equipment needed to perform his economic activity in the zone. In the Free zone the economic activities are performed from 00:00hrs to 24:00hrs. The main advantages of the Free zone of the port of Rijeka are the tariff concessions, and the tax exemptions available during the production and the refining stages, as well as during the storage of goods until the goods leave the domestic customs procedure; and there are special incentives for the investment into the infrastructure and the superstructure of the port because it implies the investment into the development of the maritime and traffic route as a whole. PORT ORDER REGULATIONS Pursuant to Article 3., Section 2, of the Regulation Concerning the Terms and Methods of Maintaining Order in Ports and other Parts of the Internal Sea Waters and the Territorial Sea of the Republic of Croatia, and on the Limits of Navigation for Ships and Boats outside Ports (Official Gazette No. 91/94 and 94/94), and Article 19, Paragraph 10, of the Bye-laws of the Port of Rijeka Authority, the Administrative Board of the Port of Rijeka Authority has passed, at its meeting held on 13.10. 1998. the following R E G U L A T I O N ON THE MAINTENANCE OF ORDER AND METHODS OF USING PORT FACILITIES IN THE RIJEKA PORT AREA (PORT ORDER REGULATIONS) I BASIC PROVISIONS Article 1 This Regulation lays down rules of order in the port and terms and conditions for use of port facilities in the Rijeka port area. Article 2 The Rijeka port area encompasses the landside and waterside area as specified in Paragraph IV of the Decree on the Establishment of the Port of Rijeka Authority (Official Gazette 42/96). The Rijeka port area comprises: Rijeka Port Basin Susak Port Basin Rasa Port Basin Skrljevo Back-up Storage Area eastern and western anchorage, excluding the tanker anchorage and liquefied-gas carrier anchorage. Anchorages within the Rijeka port area are shown and marked on respective sea charts. The landside part of the port area shall be suitably fenced. Article 3 In addition to the provisions herein, other regulations concerning safety shall also apply in the Rijeka port area, i.e. those relative to safety, state border crossings, customs, health, sanitary, veterinary, phytopathological and other regulations. Article 4 The Port of Rijeka Authority (hereinafter referred to as Port Authority) shall govern the Rijeka port area. The Rijeka Harbourmaster s Office (hereinafter referred to as Harbourmaster s Office) shall supervise safety and order in the port. The Rijeka Port Control Centre (hereinafter referred to as the RPCC) shall monitor and control sea traffic in the area under the responsibility of the Port of Rijeka Authority. Article 5 Ships shall establish contact with the RPCC on VHF channel 09. II ARRIVAL AND BERTHING OF SHIPS Article 6 The master or his agent shall notify the RPCC of the arrival of a ship not later than 24 hours before the estimated arrival. If the ship s voyage is shorter than 24 hours, a ship arriving from abroad shall send a notice of arrival before arriving within the territorial waters of the Republic of Croatia, and, if arriving from a domestic port, immediately on departure. The notice of arrival shall include: - ship s name, nationality, deadweight, draft and length - number of crewmembers and passengers - type and quantity of cargo to be discharged / loaded and in transit - last port of call and date of departure from the same - date and hour of estimated arrival. The master or agent of a ship carrying dangerous cargo shall notify the ship s arrival not later than 48 hours before entering the port. Upon receiving the notice of a ship s exact time of arrival, the RPCC shall notify the master of the place and method of anchoring and berthing. ...... Article 42 Access to the port area shall be permitted upon the issuance of a shore pass permitting a person to move and stay in the port. Personal, permanent or temporary shore passes and permits to stay within the area of the border crossing shall be issued by the Port Police Immigration Office, whereas those personal, permanent or temporary shore passes and permits to stay within the port area which is not part of the area under the jurisdiction of the border crossing shall be issued by the Harbourmaster's Office. Article 43 Licences for moving and stay of vehicles within the port area shall be issued by the Harbourmaster's Office. Vehicles belonging to the Ministry of Internal Affairs, first aid, and Custom Office may move and remain in the port area without approval when conducting basic activities and when clearly exhibiting their visible marks. ... VIII RULES OF ORDER IN THE PORT Article 65 This Regulation, for which previous consent has been obtained from the Rijeka Harbourmaster's Office, by its decree Class: 342-01/98-01/22, Off. No. 530-11/02-98-4 dated 3rd March 1998, shall enter into force as of the eighth day of its announcement on the notice board of the Port of Rijeka Authority. CONTAINER AND RO-RO TERMINAL The container terminal is equipped for the transshipment and warehousing of containers, RO-RO trailers and other vehicles, and the management of heavy palettes and stone. The terminal has also the possibility to fill and empty containers, as well as workshops for the maintenance and the mending of containers, and the servicing of cars and other vehicles. The terminal can tackle at once 5.000 TEU and about 100.000 TEU per year. It has two operative wharfs, a RO-RO ramp, four container bridges two cranes with the capacity of 40.5 tons and two of 50 tons, thus enabling the simultaneous work with the LO-LO and RO-RO technology. The warehousing equipment, i.e. 4 transtainers, 8 container auto-cranes and enough RO-RO forklifts, enables the simultaneous work in the warehouse and on three ships. The specialized terminal for vehicles has the capacity of 50.000 vehicles per year with the possibility of warehousing 5.000 vehicles, of which 1.000 can be stored in a roofed over warehouse. BULK CARGO TERMINAL The terminal for bulk cargo is equipped for the transshipment and warehousing of iron ore, coal and other bulk cargo. In the area of its operative wharf the sea is 18.5m deep, therefore enabling the berthing of ships up to 150.000 DWT. SILOS The terminal for cereal crops is equipped for handling and warehousing wheat, soya and other cereal and oil crops. It is located in the port area of Rijeka and it has an operative wharf which can accept ships up to 60.000 DWT, while the transshipment bridge crane has the capacity of 400 t/h. The terminal has also got modern equipment for the drying, airing, weighing, disinfection and pest control. TECHNICAL DATA Sea depth - max. 12 m Silo's capacity 57.000 tons Annual capacity 800.000 tons In the coming period investments are planned in additional warehousing spaces and in the building of a warehouse for the warehousing of 30,000 tons of soya at once, to satisfy the demands of all present and future clients. RASA PORT BASIN The port area of Rasa has two specialized terminals: Stalije for general cargo and Brsica for live stock. Part of the port area (Stalije) was used as a terminal for the transshipment of timber and wood products. Today there is a possibility to convert this terminal into a terminal for general cargo with plenty of space to build additional port and industrial capacities on an area covering 150 hectares. The terminal Brsica is equipped to handle livestock mooring for two ships and stables for 1000 head of bovine cattle. The specialized wharf is equipped for the transshipment of livestock, thus enabling the animals an almost natural transition from one form of transport into the other. The livestock in the terminal is under constant veterinary surveillance LIQUID CARGO The port area comprises the bay of Omisalj with the "Janaf", pipeline s terminal and the petrochemical plant s terminal in the nearby bay of Sepen. The oil terminal is equipped for the flow of 24 million tons of oil per year. On the terminal there are two berths with the sea depth of 30 m, where vessels of up to 350.000 DWT can be moored. The maximal transshipping capacity of each berth is 20.000 m3/h. The export of Russian oil is planned across the Omisalj terminal. An agreement was signed in Zagreb, on the16th of December 2002, regarding the government support of countries involved in the project (Russia, Belarus, Ukraine, Slovakia, Hungary and Croatia). The Minister of Economy signed it on behalf of Croatia (project Druzba Adria ). RIJEKA GATEWAY PROJECT MODERNIZATION OF THE PORT OF RIJEKA THROUGH THE WORLD BANK'S LOAN Since the foundation of the Port of Rijeka Authority, and with the aim of effecting the established policies, several studies have been drawn by expert teams regarding the developmental possibilities of the port. These studies were also used during the making of the ten years development plan of the port of Rijeka, as well as in the two years developmental plans. The urgency with which these plans had to be made implied the necessity to stop the decrease of the port s turnover, as well as the creation of conditions for a more effective port activity. The World Bank and the Port of Rijeka Authority have accepted the proposal of the consultancy firm Rotterdam Maritime Group, The Netherlands, which has drawn up the Study of the Modernization of the Port of Rijeka. On July 12th 2003 the agreement was signed by which the World Bank granted to the Government of the Republic of Croatia a loan of 155 million US dollars. Of exceptional importance are the projects regarding the modernization of existing and the expansion of new terminals, but for the town of Rijeka the waterfront project is of primary importance. This project implies the opening of the central part of the port area for commercial purposes, and the access of citizens to that part of the coastal area. It implies also that the passenger terminal, the southern part of Delta and the port Porto Baros will have completely different spatial and territorial plans with the aim of giving access to these parts of town to all the citizens thus creating new, attractive town spaces typical of Mediterranean towns. This year the drawing of the project for a fishing ships port in the Torpedo area has begun. In the process of making is the project for the recovery and the extension of the breakwater, and for the deepening of the draft in the small port. The Port Authority and the town of Rijeka have become co-owners of most buildings around the Torpedo port. With this project the lack of space for fishing ships, due to the construction of the passenger terminal, will be solved. The project also comprises the idea of a fish exchange and all other adjoining services (shops, bars) together with the fishing port. Examples throughout the world show that fishing ports are important segments of harbor towns that cultivate their fishing traditions, but also create an attractive town center offering to citizens and tourists various attractions. This project aims to stimulate entrepreneurs to render additional and catering services inside the fishing port. In an economic sense, the project will give a new impetus to the fishing industry, which was greatly neglected. The World Bank, i.e. the International Bank for Reconstruction and Development, was founded after the Second World War with the aim of helping the development and decreasing the world poverty. It is a developmental financial institution with 183 members, among which is Croatia, and it annually grants around 20 billion USD in loans to developing and transitional countries. Besides granting loans, the World Bank draws studies and analysis, gives technical support and administrative deeds of donation from different sources. In Croatia, the World Bank is active from 1994 and it was the first international financial institution to start helping the development of Croatia. Up to now it has granted 19 loans with the overall sum of more than 1 billion US dollars. The project of modernization of the port of Rijeka and of the road network is a very complex one. It is planned, besides modernizing and restructuring the port, to encompass with the project the construction of the east wing of the Rijeka roundabout, from Orehovica to Krizisce, of the connecting roads Draga Brajdica and Cavle - Krizisce and the reconstruction of the bridge coast island of Krk. With all this Rijeka, as well as the broader region, will have a qualitative connection to the highway Rijeka - Zagreb - Budapest, which is part of European traffic corridors. Such an envisaged project should solve the greatest problems of the Rijeka road junction. The preparation of such an ample project takes time and needs substantial financial means. The project began with the deed of donation by which the Study about the modernization of the port of Rijeka was financed, and continued with the foreloan of 1.5 million USD with which the project documentation was financed, all the needed studies and the business plan (Preliminary & final design, Business plan - for LUKA Rijeka Ltd., Social program - for LUKA Rijeka Ltd., Urban / Redevelopment, Environmental protection). Between the Town of Rijeka, the Port Authority and the firm LUKA Rijeka Ltd, an agreement of collaboration was signed whose subject and aim is to establish the mutual relationships of parties through a joint realization of the Rijeka gateway project , which will be financed by the World Bank s funds. The mutual interest of the signatories is the reconstruction of the port and its conformation to the developmental needs of this traffic route on one hand, and the conformation to the needs of citizens as users of the urban space on the other hand. With this agreement the parties have assumed the obligation of mutual cooperation, help and support in all the activities connected with the implementation of the project.
